ACR, ACD Budgam fail to submit property details

srinagar, June 25: Two middle rung KAS officers of state administration posted in Budgam district of Kashmir Valley have not submitted annual property statement to the competent authority, in brazen violation of the government orders.
Details available with Early Times reveal that Assistant Commissioner Revenue (ACR) Budgam Abdul Hamid Zargar and Assistant Commissioner Development (ACD) Fayaz Ahmad Fayaz have failed to submit their immovable and movable property statements for the year 2017.
The last date of submission was December 2017, but even after six months the details have not been submitted yet.
ACR and ACD Budgam are not the only defaulters, as there are almost more than one dozen KAS officers whose have not uploaded their details. Most of these officers are of the rank of Special Secretary, Additional Secretary or Deputy Secretary. Some officers who actually have to enforce submission of property statement before competent authorities (Directors, DCs) have themselves not submitted the same.
As reported already there are several IAS officers who have not filed the fresh property statements. Irony is that many of these officers are themselves administrative secretaries in various Government departments.
The website of General Administration Department (GAD) reveals that there are more than one dozen IAS officers who are yet to submit their property statements for the year 2017 which was to be submitted by December 2017. The defaulting IAS officers are:
P K Tripathi (on central deputation), A K Mehta (on central deputation), Bipul Pathak, A K Parmar, H K Sharma (Comm. Secretary ARI & Trainings) , Mohammad Javed Khan (Secretary Higher Education, Technical Education, Sports), Tasneem Majid (Central Deputation), Prasana Ramaswami (DC Reasi), Kumar Rajiv Ranjan (Director ISM.
In addition to it, DG Youth Services and Sports Sheikh Fayaz Ahmad, SSRB Member Rukhsana Gani, Additional DC Jammu Rehana Batool, Director Horticulture Manzoor Qadri, DC Kupwara Khalid Jehangir, Asif Hamid Khan (Joint Resident Commissioner) and many other KAS officers have also not submitted their annual property statements. Sources say that many IAS/KAS officers of J&K who have submitted the property statements are not correct and needs to be investigated thoroughly.
Many officers who have submitted property statements have not mentioned the present market value of the property which is an offence.
Following the observations that employees are not submitting the requisite annual property statements to the competent authorities, the government in April this year had directed all the controlling/drawing and disbursing officers to strictly direct all the officers/officials to furnish the statements in time and that any lapse will be reflected in the APRs/ACRs.
In fact few days back Governor N N Vohra had also directed for making property details available, but it seems babus are adamant not to send these details to competent authority.
