Mass attachment of teachers hits education in Kishtwar

Kishtwar, June 26: Education of the poor children studying in rural areas of Kishtwar continues to suffer due to attachments of 300 teachers, masters and lecturers. These teachers were attached at the behest of politicians who continue to shield them. Though several detachment orders were issued in past by the former Education Minister, Secretary School Education and Chief Education Officer Kishtwar, it had no effect.
Sources said that only around a dozen teachers are attached on valid grounds such as health and court orders while rest of the attachments are politically motivated.
Early Times also carried reports regarding the attachments of teachers and masters from time to time, but instead of acting on the reports, the influential teachers started harassing and threatening this correspondent.
Even DC Kishtwar Angrez Singh Rana while taking strong note of attachment and deployment of teachers, masters and other teaching and non-teaching staff from rural schools to city schools of Kishtwar, constituted a three-member committee headed by ADDC Kishtwar Immam Din to review the attachments. The ADC was asked to submit the report within a week, but even after more than one month, nothing was done.
DC Kishtwar vide Order No. DDCK/Plg/Edu-47/FY 19/956-62 appointed three member committee comprising ADC Kishtwar Immam Din, I/C CEO Kishtwar Javed Ahmed Kichloo and Principal DIET Kishtwar Suresh Kumar Sen to look into the various public complaints with regard to non-functioning of schools in many rural areas due to attachment of teachers.
"Whereas various complaints are pouring in regarding the poor working and functioning of various Educational Institutions in far flung areas due to attachments of teachers--- whereas in order to streamline the educational system and to provide quality education, the government issued the instructions regarding the detachment of all the teachers and accordingly the officers at the helm of affairs have directed to adhere and implement the government order in letter and spirit" read the DC's order. The order further stated that as per the list given by the CEO Kishtwar vide No. CEO/K/2017/25832-34 dated 9-11-2017 submitted the list of 231 teachers attached in various capacities in the district. "The committee so constituted shall verify and scrutinized the genuineness of the grounds/basis on which the teachers had been attached and shall submit the report to this office within week's time so that further course of action in the matter be initiated" read the order.
Earlier the Secretary to Government School Education Department J&K during a video conference held on 20-3-2018 directed the I/C CEO Kishtwar that all the teaching staff who are working in attach/ deployment/ need bases within the zone or outside the zone be relived henceforth and shall report to their legitimate place of posting with immediate effect, but instead of detaching the teachers makes further attachment the former CEO Kishtwar attach few more master grade before demitting the office at the time of retirement.
I/C CEO Kishtwar vide Order No. CEO/K/2018/24202-272 dated 25-5-2018 again ordered the detachments of all the attachments of teaching staff working in other departments and in the parent department.
This was the second order in last two months as earlier order was issued vide circular No. CEO/K/18/13280-91 dated 20-3-2018 wherein CEO Kishtwar order detachment of teachings staff of Zone Padder/Marwah/Warwan/Kuntwara and Binoon areas of Zone Drabshalla. The order did not work as majority of the teachers were not relieved by the concerned schools where they were attached.
"All the DDOs are hereby directed not to draw the salary of any attached staff. Non compliance of the order shall be invited disciplinary action against the defaulter," read the CEO Kishtwar order.
Meanwhile the sources within the Education department told the Early Times that soon after an order of detachment is issued by any official, the influential teachers and masters are seen making rounds of the homes of politicians, MLAs/MLCs.
The sources said that majority of the students studying in city schools are domestic helpers with the teachers, masters, lecturers or employees of education department.
However the majority of the districts including adjoining Doda district have already detached the majority of masters, teachers attached in various capacities and only Kishtwar district has failed to implement the government directions in this regard.
