Secretary regularizes services of casual labourers without any vacancy

SRINAGAR, June 25: Skeletons come to tumble out of cupboard while pointing towards the wrong doings being carried out by the higher ups of Department of Technical Education. The wrongs were carried out by the higher ups of the department with the former minister leading the team.
Sources told Early Times that Secretary State Board of Technical Education regularized the services of casual labourers as orderlies in State Board of Technical Education without having any vacancy.
Sources said that the Secretary abused his official position and without obtaining approval of creation of posts from Finance Department he regularized these casual labourers without having any clear vacant posts in the Board. As such the norms were thrown to the wind which has become a regular feature at the department.
"The Secretary issued the orders of regularization after receiving hefty sum from the beneficiaries. Decision regarding engagement of staff on consolidated basis for day to day work was taken by the former concerned minister. The same was done under order number PS/HM/IT, TE, YSS/195 dated 12-01-2017," said sources.
A committee comprising of the top officials was constituted to carry out the task of regularization of casual labourers.
"The committee was empowered by the minister to make the selection of some posts after fulfilling the necessary codal formalities and it was decided to issue advertisement notice for filling up of the posts at an earliest," said sources.
Sources said that the posts earmarked to be filled included Senior Programmer, Computer/Data Entry Operator, Financial Manager/Accounts Officer, Assistant Financial Manager and driver. The salary to be paid was decided as 25,000, 10,000, 20,000, 15,000 and 7,000 respectively and the requisite qualification was also spelt out.
"The decision regarding regularization of employees working on need basis in the 17th board meeting 17-10-2014 could not be taken because of non-availability of posts. However, it was decided in the said board meeting that the process for creation of posts may be taken up with the Finance Department," said sources.
Sources said that in the 18th Board meeting held on 18-12- 2017 at PWD Guest House Gandhi Nagar Jammu the decision regarding regularization of computer operator against a clear vacancy was taken, but for rest of the cases the regularization process could not b taken up in absence of clear vacancy," said sources.
