Irregularities in SKIMS: Doc writes open letter

Srinagar, July 31: A renowned surgeon, Dr Altaf Gauhar Haji, has penned down an open letter to Kashmir civil society alleging that an influential private practice mafia at the SKIMS Srinagar is trying to 'derail' the administrative and legal process.
Dr Haji alleged that conspiracies are being hatched against him and former SKIMS Director Dr GA Ahangar. He has written in detail over a controversy related to Dr Sameer Naqash.
Here is the open letter of Dr Haji, who says he was forced to resign last year.
I joined and started the Department of Surgical Oncology in January 2011 as Assistant Professor and fought for its establishment on all fronts.
That then Honorable CM as Chairman Governing Body SKIMS issued detailed orders regarding functioning of department of surgical Oncology and it was clearly directed that no one will be transferred or accommodated from Department of General surgery to surgical Oncology.
That Post of Professor in Surgical Oncology was advertised in 2012 and Surgical Oncology being rare branch, no one was actually eligible but Dr Sameer Naqash from General Surgery (who was at that time working as additional professor in General Surgery) applied for said post.
That then Dean SKIMS wrote a letter to MCI asking for permission to consider application of Dr Sameer Naqash (MCI letter-Annexure 2) but Medical Council of India has not given any permission till date as permission can be taken for any candidate who has less experience than required and not for the person who has neither been trained as Surgical Oncologist and nor worked in Surgical Oncology department. As all of you are aware that Dr Sameer has whole life worked in General Surgery department of SKIMS and is presently Professor in the Department of General Surgery.
That I wrote to MCI and raised objections and no permission was ever granted for the same.
That then Screening committee did not consider him for said post but Director SKIMS issued a letter and intimated Dr Sameer Naqash to be present at venue on May 25, 2013 to determine eligibility by Apical Selection Committee.
That aggrieved by this decision I submitted a petition to Honorable High Court and Justice Hasnain Massodi was kind enough to pass a direction on 23/05/2013 directing Director SKIMS "not to finalise the selection for the said post, Interview if any, conducted would be at the risk of the candidate appearing in interview, without any rights or equities flowing out in favour of such candidate.
That copy of said direction was sent to Director SKIMS but still director SKIMS called said candidate to venue and on the venue then expert of Surgical Oncology Prof Manoj Pandey along with other members told Dr Sameer that he is not eligible for said post and cannot be interviewed. It is also worth mentioning that as per SKIMS Apical Selection norms, two experts have to be present to conduct the interview for the post of Professor, and in the case under consideration only one expert was present.
That since then this post has been advertised regularly few times and being eligible I applied for said post in 2016 but as there was stay order on the post so interviews could not be conducted.
That last year when I raised issue of tainted in-service professors of SKIMS being illegally nominated in Governing Body on recommendations of brother in law of Ex CM, a conspiracy was hatched against me and my resignation was forced and since then I am outside country.
That all this has happened when Prof Showkat Ali Zargar was Director SKIMS and he has re advertised this post few times (Annexure 5), so it is really shame and disgrace for this mafia and editor of this newspaper who has tried to defame name of Prof A G Ahangar.
That after my forced resignation Dr Sameer Naqash last year hatched one more conspiracy after three years and went to court claiming that his interview was conducted in 2013 and he was selected and his result is not being declared.
That SKIMS administration submitted objections and has clearly mentioned that he is not eligible for said post as per MCI guidelines.
That Dr Sameer Naqash is trained General Surgeon and does not fulfill the criteria laid by Medical Council of India for filling up the post of Professor in Surgical Oncology. Attached is the copy of MCI requirements for post of professor in surgical Oncology.
Then Prof A G Ahangar was forcefully initially suspended as Director SKIMS and then posted as Project Director of upcoming AIIMS and then attached to GAD. It was all victimisation and conspiracy to adjust Prof Altaf Ramzan as Director who happened to be friend of USA-based brother in law of ex-CM.
Meanwhile a drama has been played that there was result in sealed envelope and it was tampered and now shameless editor of a newspaper (being close friend of this mafia) has tried to defame Prof Ahangar as they are aware that a process of cleaning the work culture of SKIMS has been started by Honorable Governor and the recent orders of showing door to tainted GB members and getting back Prof Khuroo as GB member and starting inquiry into illegal faculty selection at SKIMS are few examples.
Recently now Honorable court has quashed the stay for professor;s post in Surgical Oncology and has directed SKIMS to advertise it and fill it as per MCI requirement.
It seems they are setting the stage by doing all this melodrama to adjust Prof Sameer Naqash as Prof of Surgical Oncology. But am sure this newspaper is aware of the case related to Prof Saleem Wani (Urologist) and Prof Baldev Singh (General Surgeon). Prof Baldev was illegally appointed as Prof of Urology and Dr Saleem Wani was finally appointed as Prof Urology and Baldev Singh was kept as Prof Surgery. In this regard a high level Committee has given its recommendations which was headed by Prof Khuroo and then a landmark judgement was passed by Honorable high court regarding the same.
SKIMS has become a District General hospital and if this continues, a day will come that all of Kashmiris have to take a flight to Delhi to even get treated for cold.
I am surprised to see and am sure general masses most also be aware that so much has been happening in SKIMS regarding like sacking of Prof Ahangar, sacking of Prof Khuroo, etc. These events are whistle blower to so many irregularities in SKIMS including scam of recent faculty selections, irregularities in machineries and purchase.
