Agriculture department employees forced to raise money for AEBAS machines in Anantnag

ANANTNAG, July 31: Contrary to norms and government directions, employees of Agriculture department in this southern district were forced by their officers to raise money for purchasing Aadhaar Enabled Biometric Attendance System (AEBAS) machines. A group of employees, wishing not be named, alleged that they were compelled by the officers to raise money for procuring the machines instead of purchasing them the agency identified by the Finance Department. "It is the responsibility of drawing and disbursing officer to procure the machines but here they compelled us to purchase these machines from the market," they said. Employees said that earlier they raised Rs. 6,000 and purchased a Biometric Attendance machine but then the senior officers rejected it saying it wasn't Aadhaar Enabled.
"Again they directed us to raise money and purchase Aadhaar Enabled Biometric machine and we did it. Now the Drawing and disbursing officer will get the money released from the government for the same machine but will not return our money which we raised for the machine," they added.
Chief Agriculture Officer Anantnag, Aijaz Ahmad Raina on being contacted denied the allegations. "Employees who approached you must contact me because I am looking after the department in the district," Aijaz said.
He said that the Finance department has given clear cut directions to them regarding the procurement of purchasing Aadhaar Enabled Biometric Attendance System and every officer who has Drawing and disbursing powers is supposed to procure these machines.
"I don't think employees were asked to raise money for these machines but still if they (employees) told you then they must approach me as well so that action against those Sub-Divisional Officers is initiated," he added.
Last month, Jammu and Kashmir Government ordered the installation of Aadhaar Enabled Biometric Attendance System or machines (AEBAS) in government offices in order to improve punctuality.
The Administrative Secretaries, HoDs and DDOs of various Departments and Corporations were directed to purchase these machines at DGS&D rates or through GeM Portal out of OEI' Machinery and Equipment' Head.
