With single Commissioner in place; appeals, complaints piling up in SIC

Srinagar, Oct 3: In the absence of Chief Information Commissioner (CIC) and another Information Commissioner (IC) ,the appeals and complaints are piling up at State Information Commission (SIC) and appellants and complainants are not able to get justice under Right to Information Act (RTI).
Details available with Early Times reveal that single Information Commissioner Mohammad Ashraf Mir has been hearing complaints and appeals in the State Information Commission (SIC) from last 3 months as Khusrhid Ahmad Ganai resigned from the post of Chief Information Commissioner (CIC). Sources have told Early Times that Information Commissioner Mohammad Ashraf Mir is working overtime to ensure deliverance of justice, but his efforts are falling short due to more complaints poring in.
"As J&K RTI Act 2009 stresses on disposal of RTI appeal within 60 to 120 days the lone Information Commissioner and his staff are under stress as they are not able to do justice with aggrieved. We appeal Governor to make SIC fully operational by appointing CIC and one information commissioner for Jammu region where RTI appeals and complaints are piling up in large numbers " said Dr Raja Muzaffar Chairman RTI Movement.
As reported already expressing serious concern about non appointment of Information Commissioner (IC) to look after RTI appeals and complaints from Jammu region , former Chief Information Commissioner (CIC) G R Sufi had said that Jammu people are being deprived of an Information Commissioner (IC) and thus State Information Commission (SIC) as on date is an illegal institution.
" If CIC or Information Commissioner (IC) retires, the sate RTI law does not throw light in how much time the vacancies have to be filled . It can take 1 year , 2 years or even 10 years to appoint the Commissioners. This issue has to be addressed on top priority" Sufi said.
