Head Assistant enjoys attachment at CEO office Kathua sans post

Jammu, Oct 3: An influential Head Assistant for whose adjustment the then Chief Education Officer (CEO) Kathua had shifted a post from Deputy CEO office Billawar has now started working at CEO office Kathua without any sanctioned post.
Early Times had carried a series of reports quoting several official communiqués between Additional Deputy Commissioner Billawar and CEO Kathua along with communications between CEO Kathua and Director School Education for the transfer of the post.
A clerk, who had been working at CEO office for the last many years, was promoted to the post of Head Assistant, but there was not any sanctioned position of Head Assistant in the CEO office Kathua for withdrawal of his salary.
"The then CEO Kathua, Balbir Singh had shown so much generosity towards this Head Assistant that violating the rule book, he had transferred a post of Head Assistant from Billawar Deputy CEO Office to Kathua for the drawal of the salary of Head Assistant", sources said.
They said the CEO was not competent enough to transfer the post, but he managed to transfer the post of Head Assistant.
The former CEO Kathua Balbir Singh attained superannuation and in the meantime people of Billawar also started demanding shifting of the post, which in turn compelled the Deputy CEO office Billawar to write a letter to administration as well as CEO Office Kathua for re-shifting of the post.
"The strong influence of Singh could be gauged from the fact that even after repeated reminders from the ADC Office Billawar as well as CEO office Kathua for shifting of the post, he managed to stay in the CEO office Kathua", sources said, adding that the DSEJ took so much time to shift the post to its original location.
In the last month, after the issue came to limelight, the CEO Kathua shifted the post of Head Assistant back to the Deputy CEO Billawar but the official has turned out to be so much influential that for the last over one month he has been enjoying stay at CEO office Kathua. "On directions from the political masters of the Head Assistant, the CEO Kathua has reportedly directed the Deputy CEO Billawar to release his salary from the shifted post as Head Assistant has refused to return as Billawar Deputy CEO", sources said. Sources further said that the Head Assistant has been now enjoying virtual attachment in CEO office Kathua, which was in violation of the Governor's order, cancelling all detachments. "It is beyond imagination as how such influential officials manage their attachments even in Governor rule", an official rued.
