To deter militant threats, candidates asked to take preventive measures

SRINAGAR, Oct 9: Amid the ongoing urban local bodies elections, the candidates have been advised to take all precautionary measures to evade any threats or attacks from militants.
Over 1,000 candidates will participate in the second phase of the urban local body polls in Jammu and Kashmir on Wednesday.
The four phase elections began on October 8 and will end on October 16 for which the campaigning by candidates has been going on.
In the first phase polls on Monday, threats from militants groups kept a majority of people away from polling booths in Kashmir Valley for where the turnout was a paltry 8.3 per cent, whereas over 65 per cent of the electorate voted in the Jammu and Ladakh divisions of the state.
At the same time, authorities have advised the candidates to take all precautionary measures before holding any rallies.
The security agencies have ruled out of providing security to each candidate, the Chief Electoral Officer has issued guidelines them (candidates) to take all necessary measures.
As per the guidelines, a copy of which lies with Early Times, the party or candidate shall inform the local police authorities of the venue and time of any proposed meeting well in time so as to "enable the police to make necessary arrangements for controlling traffic and maintain law and order".
"A party or candidate organising a procession shall decide before hand the time and place of the starting of the processions, the route to be followed and the time place at which the procession will terminate. There shall ordinary be no deviation from the programme," the guidelines read.
The organisers of rallies have been advised to give intimations well in advance to the local police authorities of the programme so as to enable the latter to make necessary arrangements.
"Organizing of a meeting shall invariably seek the assistance of the police on duty for dealing with the persons disturbing a meeting and otherwise attempting to create disorder," the guidelines say.
There are several other guidelines whether the candidates have been advised that they must resent their political opinions or activities while organizing demonstrations.
A police official said that security agencies have also been framing a road map for the polls besides the guidelines issued by Chief Electoral Office.
"All these measures are being taken to deter the militant threats and attacks," the official added.
