J&K needs financial and not greater autonomy

Is restoration of full autonomy capable of resolving the Kashmir issue? What about Article 35-A and Article 370 that allow separate citizenship in Jammu and Kashmir and grant of special status within the union of India. If it is so what does Omar Abdullah, a former Chief Minister, wishes to demand. Though Article 370 has been diluted with the state legislature giving approval to the extention of central laws to the state of Jammu and Kashmir but the spirit of autonomy is in tact. Pakistan and separatists besides the militants are critical of autonomy which is believed to resolve the Kashmir issue. When Pakistan, separatists and militants do not accept autonomy as settlement of the Kashmir issue why then Omar Abdullah is demanding so? If Omar Abdullah talks of increased level of violence in Kashmir following encounters, and militancy related violence these are products of Pakistan sponsored insurgency and once the state was granted full autonomy the level of violence may not drop.
National Conference vice-president and former Chief Minister Omar Abdullah on Wednesday said autonomy was the "only practical solution to the decades-old problem" of J&K. He also said the state administration had "lost its writ" over the situation as the level of violence had increased and the situation in the Valley "is turning grave day by day". "Every day we hear news about killings, encounters, crackdowns, CASOs across the state. South (Kashmir) was already boiling but now even Srinagar is witnessing massive gunfights and crackdowns. It seems the government has lost its writ over the situation in Kashmir," Omar said while addressing party functionaries at the NC headquarters here.
Omar, who served as Chief Minister from 2009 till 2014, said the restoration of autonomy -- the bedrock of his party's politics -- afforded "a pragmatic way out". "It is high time the Government of India implemented the resolution of autonomy," he said. "The granting of autonomy is the only practical solution to the decades-old problem of Jammu and Kashmir," he said. Before demanding full autonomy Omar Abdullah should try to seek financial autonomy which may help the state not to visit the centre with a begging bowl. Since the resources of the state are weak any state Government has to bank on financial aid from the centre. The situation over the years has gone from bad to worse that the centre has to grant special aid to the state for paying monthly salary to its employees. Even the new Police regiments raised are funded by the centre.
