Theft of Govt cement in Bhaderwah block

JAMMU, Oct 26: Director Rural Development (RDD) Jammu has finally summoned the Block Development Officer (BDO) Bhaderwah to his office as the news about cement theft in Bhaderwah became viral on social media which was first reported by Early Times last year.
Only a few days back a follow-up report was carried by Early Times which was emailed to Directorate of RDD Jammu by a local whistle-blower Adil Khan. Taking cognizance of the report Joint Director RDD Jammu shot a letter to BDO and summoned him to his Jammu office.
The residents of Bhaderwah are questioning the previous enquiry conducted by District Panchayat Officer (DPO) Kishtwar wherein he allegedly sided with the criminal elements of Rural Development Department (RDD) block Bhaderwah. They appealed the Governor, his advisors and Commissioner Vigilance to probe the issue of black-marketing of Government cement in Bhaderwah.
After remaining attached for a month or so, all the five accused officials of RDD block Bhaderwah were absolved from the crime wherein they were found to be involved in selling government cement in open market. A video in this regard had become viral on social media and it was on the direction of Chief Minister's office last year that Commissioner Secretary Rural Development Department acted and directed the Director RDD Jammu to take action against the accused officials. The whistle blowers who helped CM's grievance cell with all the proof allege that top officials in Directorate are threatening them with dire consequences.
Government cement was being sold in open market at the behest of four officials of Rural Development Department (RDD) in Baderwah area of Doda some months back. All he four employees of the department were attached with Directorate of Rural Development Jammu on the direction of CM's grievance cell and Commissioner Secretary Rural Development Department.
District Panchayat Officer (DPO) Kishtwar Sunil Butyal was appointed as enquiry Officer who absolved all the accused without hearing the other party who provided proof of their involvement in the cement theft. The accused officials included two Village Level workers (VLWs) namely Raja Firdous and Madan Lal and three Technical Assistants (TAs) Rajesh Kumar, Anil Sharma and Massarat. All the four officials are posted in BDO office Bhaderwah block.
The then Director Rural Development Jammu R K Bhat while giving details earlier said that acting on a allegation and complaint that cement of the RDD in Bhaderwah , meant for MG-NREGA works was being misused by some insiders in the department and sold in the black.
"I am not satisfied with the enquiry report prepared by DPO Kishtwar against the attached officials. I want a thorough investigation from the higher authorities especially from Governor's office or Vigilance Organization. I have videos with me which prove Govt cement was being unloaded illegally during May -June last year. I have many proofs against RDD officials who are involved in selling of this Government cement to the private person which are sufficient to put them behind the bars," said Adil Farooq Khan the complainant.
