Despite release of Rs 20 lakh, no Early Warning System established

Jammu, Nov 2: It seems that State Government is hardly bothered to take necessary measures to minimize the risk of natural calamities in the State which is obvious from the fact that despite release of Rs 20 lakhs by the center, the Relief and Rehabilitation Department failed to establish Early Warning System resulting, the funds were surrendered.
Sources told Early Times that as per State Disaster Management Programme which envisages that a mechanism should be in place to receive forecasting and early warning from agencies such as the Indian Meteorological Department (IMD) and the Snow and Avalanches Study Establishment.
"In this connection, the funds to the amount of Rs 20 lakh were released in 2014, so that necessary steps should be taken at the earliest but on the contrary, the mechanism for Early Warning Systems was not established and funds were surrendered which ostensibly depict the callous attitude of the concerned department," they said further adding that the inaction of the concerned department for the taking such serious issue on lighter note has put the life of people in grave danger during any natural eventuality.
They further said that to operationalise the early warning system the modern equipment such as Doppler Radars and Satellite Based Information were to form the basis of accurate forecasting, advance warning and alerts for floods, cloudbursts, snow storms, etc. thereby taking important measures to restrict the damage with the help of the prior information. "The failure of any administration can be well assessed from its inability to spend the funds on such as significant project later had to surrender the funds, which could be been otherwise very helpful to manage disaster like situations.
