Directed to follow best practices in SWM; JMC, SMC continue to violate HC order

Jammu, Nov 2: Inspite of the direction from High Court division bench to follow best practices in Solid Waste Management (SWM), the Jammu Municipal Corporation (JMC) and Srinagar Municipal Corporation (SMC) are still following the obsolete techniques of waste management which is violating not only the High Court direction but is also clear violation of Solid Waste Management (SWM) Rules of 2016.
As per reliable sources, despite specific directions from the DB, the garbage is still lifted in a mixed form in 80 % of the municipal wards in Jammu and Srinagar cities. Sources say that at many places the waste is segregated by the local population with the help of some NGO volunteers , but the officials of JMC/ SMC again mix the same once this segregated waste is lifted by the municipal vehicles.
The high court division bench headed by former Chief Justice S Ramalingam had issued this order while hearing a Public Interest Litigation (PIL) filed by Srinagar based NGO Environmental Policy Group (EPG).
Pertinently Jammu Municipal Corporation (JMC) , Srinagar Municipal Corporation (SMC) and all other Municipal Committees and Councils across the state are continuing to dump 80 to 100 % untreated garbage at their respective dumping sites which is in violation of the interim order of J&K High Court division bench which had directed to take only 10 % waste to the landfill sites. Sources say that SMC and JMC have started segregating the waste at source through some NGOs in some selected wards of Srinagar and Jammu cities but the sanitation staff later on again mixes it while loading the same in huge load carriers and compactors which is defeating the whole process of SWM Rules 2016
"The High Court division bench on April 4th had issued notice to several Government organizations like Srinagar Municipal Corporation (SMC) , Jammu Municipal Corporation (JMC) , Rural Development Department (RDD) , Directorate of Urban Local Bodies, Housing & Urban Development Department, Horticulture Department and few more Govt owned organizations to abide by Solid Waste Management Rules of 2016, but these rules are still being violated by all the respondent Govt organizations " said Faiz Ahmad Bakshi Convener of Environmental Policy Group.
