Jammu, Dec 9: The failure of the Irrigation Department to keep proper monitoring on the execution of project, a Lift Irrigation Scheme in Jammu got withheld after spending Rs 24 lakhs on it, resulting in escalation from Rs 2.5 crore to Rs 4 crore.
Sources told Early Times that the main purpose of execution of Lift Irrigation Scheme was to increase the agriculture produce in the State. "Lift Irrigation Scheme Aijpur Trewa was taken up in 2003- 04 at an estimated cost of Rs 2.50 crore to create 1,400 acres of Irrigation Potential with an envisaged increase in agricultural produce by 47,000 quintals," they said further adding that the scheme remained incomplete due to non-installation of machinery because of some issued erupted in the construction as the standard of civil work carried out was not up to mark and an amount of Rs 24 lakh out of Rs 50 lakh was spent and remaining balance of Rs 26 lakh were kept in civil deposits.
They further said that total failure of department for not keeping monitoring and internal control mechanism, the project was withheld rather that it should have been strengthened for effective implementation of the scheme and accountability should have been fixed at various levels for timely completion of schemes but unfortunately, nothing was done to make the things function smoothly. Instead of taking corrective measures to the make the scheme complete, the Irrigation Department-II Jammu prepared a fresh project and the cost was evaluated for the scheme to an amount Rs 4 crore and the project was submitted to Government for approval, they said further adding that no serious efforts were taken by the department to resolve the issues and scheme was left half way.
