JAMMU, Dec 20: A joint delegation of State Joint Action Committee of Civil, Electrical and Mechanical Graduate Engineers led by Er. Farooq Ahmed Ganie, Er. Harvrinder Singh and Er. Firdous Ahad Bhat met the Advisor to Governor Kewal Kumar Sharma for redressal of all long pending issues faced by the engineering community.
The delegation apprised the Committee members about the long pending issues confronting the fraternity like Issuance of SRO for Assured Career Progression (ACP) Scheme, Speed up of Regularization process in all departments at all levels, Implemen-tation of 4260 Grade Pay in favor of Junior Engineers, enhancement in field travel allowance (FTA) from Rs. 30 per month to Rs. 5000 per month, revival of Stores Procurement Department in Mechanical Department and Mainten-ance of Center Cadre of Engineers.
The delegation apprised Committee members that Engineers being the real architects, nation builders and actual developmental machinery always work for progress and development of State but have been unfortunately always ignored in Service related issues which is very unfortunate and pathetic. The delegation pleaded and stressed to the Committee about the menace of adhocism that is prevalent in these departments and requested them about the redressal and removal of pay disparity at par with other professions such as Health Deptt., Veterinary Deptt., and others.
The delegation demanded that the SRO for Assured Career progression (ACP) in spite of Cabinet Approval has not been issued even though the same Government issued SRO for J&K Police Gazetted Service and Kashmir Administrative Service which is mere injustice with the engineering fraternity. Also, the Grade pay correction of Junior Engineers which is pending from last 8 years has not been yet corrected despite repeated assurances and made this section of Engineering Community demoralized and lowest professionals. The issue of enhancement of field travel allowance (FTA) from meager Rs 30 per month to at least Rs 5000 per month for engineers up to Assistant Executive Engineer level was also highlighted.
The Committee gave patient hearing to the members of the Joint Action Committee and a thorough discussion was held and finally the committee accepted that the delay in the issuance of the SRO for ACP, implementation of 4260 grade pay of JE's and enhancement of FTA is gross injustice done with the Engineering Fraternity. The Committee assured the member of SJAC that particularly these three issues will be taken on priority basis and directed the Administrative department for their immediate Redressal. The committee acknowledged and assured that the issues viz. SRO for ACP, Grade Pay of 4260 in favor of Junior Engineers and Enhancement of FTA to a reasonable rate will be addressed in a shortest possible time.
The regularization of the Engineers will be done in time bound manner. The SJAC hopes that the issues will be solved before the forth coming meeting. The delegation thanked the Chairman along with the committee members for listening to the demands and assuring of the speedy redressal of these demands.
