Provide list of K Oil dealers under RTI: SIC directs FCS & CA Kathua

Jammu, Jan 18: The State Information Commission (SIC) has directed Food Civil Supplies & Consumer Affairs (FCS&CA) Department Kathua to reveal details of Kerosene Oil dealers to an information seeker under Right to Information Act (RTI) as the said information was earlier denied by the Assistant Director (AD) who is also the Public Information Officer (PIO).
Details available with Early Times reveal that one Paramjit Singh R/O Parliwand Kathua filed an RTI application on 16.04.2018 filed before the PIO/AD, FCS&CA, Kathua. Information seeker sought details of AAY ration card holders from the year 2017 to 2018 February authenticated by concerned Sarpanch, TSO and Tehsildar in Rural Tehsil Kathua. In addition to this name of ration dealers in Tehsil Kathua, total number ration and kerosene oil dealers , photocopies of licenses of rations and kerosene oil dealers were also sought under RTI.
On the failure of the PIO to furnish information, the appellant filed First Appeal before Director, FCS&CA Jammu on 16.05.2018. The Director who is also the First Appellate Authority (FAA) disposed of the appeal vide his order dated: 09.07.2018 with a direction to the PIO/AD, FCS&CA, Kathua to provide list of Kerosene Oil Dealers/Ration Dealers to the appellant immediately under intimation to his office and also to provide the copies of license of dealers if available. Subsequently, the appellant again not being satisfied filed 2nd appeal before the State Information Commission ( SIC) on 06.09.2018 . The appeal was admitted in SIC on 17.09.2018.
The SIC while disposing off the second appeal ruled, "The appeal is, therefore, disposed of with a direction to the FAA/Director, FCS&CA, Jammu to furnish copies of the licenses issued to Kerosene Oil Dealers for Tehsil, Kathua within a period of 02 weeks from the date of receipt of this order. Copy of the decision be given free of cost to the parties".
