Non-teaching faculty appointed through backdoor without any formal notification
University of Kashmir achieves dubious distinction, denies jobs to efficient youth

SRINAGAR, Jan 22: University of Kashmir is probably the only university in the country where no fresh recruitment of office assistants and clerks has taken place over the past two and half decades or so.
Sources told Early Times that instead of inviting applications for the posts of office assistants, clerks and section officers the authorities of University of Kashmir regularize the services of different people appointed through backdoor on various lower level positions.
"In the past the university authorities used to follow the hire and fire policy for both teaching as well as non-teaching faculties. However, the practice has been abandoned since long now. People appointed on casual basis in different departments are able to make it to the higher positions at the varsity," said sources.
Sources said that people who were working as domestic servants of some of the officers were engaged in different departments of the varsity as casual labourers. They said the appointed persons would later on reach the highest levels on the non-teaching faculty side of the university.
"These people would be appointed as casual labourers in the Watch and Ward section, landscape section and some other sections of the university. They would function as casual labourers for some time and with the passage of time they would become regular employees of the university," said sources.
Sources said that after discharging their duties as casual labourers for some years the university authorities would ask them to submit documents so that the regularization process is taken up on a serious note. Following this verbal communication the casual labourers submit their documents for regularization.
Sources said that these people would be first appointed as orderlies following which they achieve higher levels of ascendancy on the non-teaching faculty side of the university. They said that the whole process is done unethically with no advertisement notice issued for filling up the posts gobbled by these backdoor appointees.
"After their appointment as orderlies these people then become junior assistants, clerks, head clerks and section officers. In many of the cases these people reach the higher position of Assistant Registrar and superannuate on the same position. In this manner job opportunities are denied to the youth who could have easily made it to these positions," said sources.
Sources said that despite the tremendous extension of the University of Kashmir there has been no corresponding appointment of the clerical staff at the varsity. They said that in this manner the efficiency of the university has taken a hit since the required efficient manpower is not at place.
"Over the years many departments have been added to the list of departments working under the aegis of University of Kashmir. At the same time many campuses have been added to the existing campus of the university. However, when it comes to appointment of various levels in non-teaching faculty the varsity scores a big blob," said sources.
