Jammu, Jan 27: Breaking all previous record of 'anarchy' prevailing in Rural Development and Panchyati Raj (RD&PR) Department, a former Director Rural Development Jammu had promoted a Gramm Seveak (GS) from Command Area Development (CAD) Jammu who was on deputation in RDD, an audio-visual operator (AVO), and 51 other officials as Block Development Officers (BDOs).
However, an official of Rural Development, who was deprived of his rights by former Director, has again forwarded all relevant documents relating to the promotion scandal to Governor Satya Pal Malik and the heads of anti graft agencies in state.
Sources informed Early Times that the GS from CAD Jammu, Mohd Yousef, who did not exist in the seniority list of Gram Sevak, Panchayat Inspector in the directorate of RD Jammu, has been working as BDO. "Depriving other eligible officials of RDD the then director RDD Jammu prompted him and posted as BDO headquarter, in office of ACD Udhampur", sources said and added in similar case, violating rules and superseding his senior officers in administrative department Director committed another blunder.
"Rajiv Gandotra, appointed as a photographer in 1991, was latter promoted as audio-visual operator (AVO), remained on same post for almost 25 years and then suddenly parachuted in list of BDOs in very mysterious way", they said.
Sources said that the administrative department had disproved his elevation as BDO, as he did not fall in list of the feeding cadre of BDOs as per SRO-285 of 2003, but after committing clear violation and superseding of Govt/Gazetted service rules notified in SRO 285, the then director RDD Jammu issued an order no 501-RDR of 2016 on 18/06/2016, posting Rajiv Gandotra as BDO Sewan in Udhampur district.
They further said that he arbitrarily, promoted atleast 51 officials through backdoor. "Ramesh Attri, Nazir Ahmed Sheikh, Rishi Kumar, Gulam Mustafa, Virender Kumar, Bahar Ahmed, Farooq Ahmed, Romesh Raj Kotwal, Jugal Kishore Tandon, Rajeev Gandotra, Rattan Paul, Bharat Bhushan, Guldev Raj, Feorz Ahmed, Riaz Ahmed, Mukesh Sharma, Ranjeet Singh, Saraj-Ud-Din, Balram Singh, Gopal Dass Sharma, Krishan Kumar Jain, Des Raj, Subash Chander, Mohd Syeed, Modh Rafiq, Shanker Dass, Tara Singh, Yogeshwar Dutt, Nazir Ahmed Sheikh, Modh. Rafi, Hari Singh, Mohinder Singh, Baldev Singh, Liaqat Ali, Nazir Ahmed Shah, Whead Iqbal, Subash Chander,, Ahjaz Ahmed, Abdul Haq, Ashfaq Ahmed, Ghulam Qasim, Joginder Lal, Madan Mohan, Inderjeet, Romesh Chander, Puran Chand, Ajeet Singh, Khandam Hussain, Mohd Yousuf, Pritam Chand and Rafiq Ahmed Lone are among the ineligible officials who have been promoted/adjusted/posted from the post of Inspector Panchyat Grade-II and some other officials as I/C BDOs in Jammu division by former Director without DPC/Vigilance Clearance, Seniority and necessary approval from the administrative department", they said.
They further said that Harban Lal Sharma, a senior most official of RDD who had cleared DPC on January 23, 2010, is still working as SO/Office Manager, in the office of ACD Samba. "Sharma, had already approached Governor, though Grievance Cell, against grave injustice meted out to him, even the Secretary, RD&PR Sheetal Nanda, quickly acting upon the recommendation from Governor's cell, asked the Director General Rural Development Jammu to rescind all promotions made by then director or other but, after lapse six months things remained unchanged", they said.
They alleged despite sincere efforts of Secretary to bring transparency in the functioning of Department, some black sheep in the department were ruining the department. "They were hands in glove with this nexus and were trying their best to shield the corrupt officers, who committed major fraud", they said.
The DG, RDD Jammu, Rehana Batool could not be contacted for her version.
