Jammu, Jan 27: The Constituency Development Fund of Peoples Democratic Party (PDP) Legislator from Kishtwar worth Rs. 5290239 has been drawn by the Block Development Officer Dachhan allegedly without execution of works. The brazen misappropriation has come to the fore through key documents related to withdrawal of CDF accessed by ET. Earlier Early Times in its 19-01-2019 highlighted the issue of withdrawal of CDF to the tune Rs. 70 Lacs provided by former NC legislator Dr. Shahnaz Ganie from Marwah, Dachhan and Inderwal block of Kishtwar District and the same was swindled by the political workers-RDD official nexus without execution of the work on ground.
As per the details available with Early Times, PDP MLC Firdous Ahmed Tak who is due to retire next month has released Rs. 18 lakhs CDF out of which Rs. 1798756 CDF has been drawn for execution of P/work at Upper Tender, Ladri, Pinjrari of Panchayat Sounder C, Supran, Bungam, Wani Mohallah of Panchayat Sounder B, Kalnoo, Kibber and Sounder of Panchayat Sounder A and stands withdrawn vide Mb/P.No 603/1 to 603/9.
PDP MLC then released Rs. 11 Lakhs out of which Rs. 1097027 have been spent in the name of seven works viz P/Work at Chicha, Gumb, Trungie, Lower Tender, Rasri Dachhan, Kalnoo Dachhan & Magrey Mohammad of Panchayat Chicha, Loharna B, Lopara A, Sounder B, Lopara B, Sounder A & Sounder B respectively.
Similarly PDP Legislator also released Rs. 24 lakhs out of his CDF against which Rs. 2394456 have been spent on 12 different works Viz P/Work at Wagam, Kufsi, Wani Mohallah, Krossa of Panchayat Sounder B, Kalnoo of Panchayat Sounder A, Wagan of Panchayat Sounder B, Khar Mohallah, Sager Mohallah, Dhanrashi, Upper Tender, Lidri and Lower Tender of Panchayat Sounder C.
The sources told the Early Times that under a well planned nexus, some political activist on whose name the PDP Legislator provided the CDF did not execute the works against whom the money was released by the Legislator keeping the legislator in dark as well.
Speaking to ET, Political and Social Activist Abdul Wahid Malik who once held the post of PDP Block President Marwah before he (Malik) left the party said that far flung Marwah Sub Division had become den of corruption.
He said that he was surprised to see such mass bungling in RDD after receiving partial reply of the RTI filed by him. He said that after obtaining the data from the RDD officials, he scrutinized the same and after verifying the information on ground, he found that majority of the CDF amount provided by the PDP legislator had been embezzled by the RDD-Political activist nexus. He said that he will also file a criminal case in the Jammu and Kashmir High Court so that action against guilty officials could be taken.
