Early Times Report
SRINAGAR, Feb 12: The newly elected councilors of Municipal Council Baramulla have allegedly misused their powers, and demanded a bribe from some beneficiaries, sources told Early Times.
They said that for speaking the truth an honest officer was suspended by the executive officer MC Baramulla for none of his fault.
Councilors were empowered by Municipalities across the state to issue No Objection Certificates (NOCs) in favor of those beneficiaries that come under Housing for All, and Independent Household Lavatory Block (IHHL) scheme. They were also empowered to recommend the beneficiaries in both the schemes that are Housing for All, and IHHL.
Reliable sources informed that all is not going well with the scheme and alleged that some councilors are charging Rs 1000/ from each beneficiaries in IHHL, and Rs 10,000/ from each beneficiary in 'Housing for all' to get their cheques disbursed.
They said that 750 forms were submitted at Municipal Council Baramulla under the scheme (IHHL) while as only 250 beneficiaries will be benefited from the same scheme and rest of the forms will be rejected by the authorities.
Sources said that Rs 1000 per beneficiary means from 750 beneficiaries councilors have collected Rs seven lakhs and fifty thousand.
After this illegal exercise, a beneficiary had lodged a compliant with some employees following which the MC authorities deputed a team that was headed by Junior Assistant grade officer to verify the authenticity of the complaints.
Sources said, the deputed team visited for physical verification of the fourteen structures in ward no 15 of Baramulla, in which they found that, 7 structures were legal and other seven structures were old where no such work was done or they were completely illegal.
The deputed team was offered a bribe of ten thousand in each case, but they refused to accept that, and reported all the things in black and white, said sources.
They said soon after the inspection, the deputed team reported back to MC Baramulla and informed them about the higher ups about the matter.
However sources said that, according to Executive Officer MC Baramulla, the employees allegedly abused the beneficiaries, but the grade officer the allegations that were leveled against him.
Sources further said that if it is wrong 'to call a spade a spade', then the Junior Assistant has done a wrong thing by exposing the fraud and injustice as he was placed undr suspension for not accepting the bribe.
The suspension order vide no: MC/EStt/Bla/2019/4014-17 reads that, keeping in view the misbehavior of Mohammad Yousf Haji, Junior Assistant with the undersigned in the office chamber today on 01/02/2019, Mohammad Yousf Haji Junior Assistant is placed under suspension.
