'Harasses hostel mess caterer'

JAMMU, Feb 13: Despite having sufficient number of senior professors, the administration of Shri Mata Vaishno Devi University (SMVDU) Katra, has been extending tenure of Inchrarge Dean Students Welfare (DSW) since 2012.
According to documents available with Early Times, Assistant Professor in School of Physics, SMVDU Katra has been made in-charge DSW, since 2012.
"He was appointed as I/C DSW initially on October 5, 2012 for period of one academic session and his tenure is being periodically extended ever since. His latest tenure as I/C DSW was extended on 3rd of October 2018 vide order no. SMVDU/Adm/Estt./18/7595-99 for the period with effect from 5th of October 2018 to 4thof October 2019", documents available with ET divulged.
Sources alleged that the incharge DSW has also bypassed several clauses of terms and conditions of tender for the hostel mess.
"The caterer shall not sublet the contract/premises/venue allotted by the University or enter into contract with any other party to run the business at the said premises/ venue implicitly/explicitly failing which the contract shall be cancelled and the decision of the University in this regard shall be final and binding on the caterer", clause 26 of term and condition read.
But, sources claimed that contrary to this (26) clause, the L1 has sublet the contract, and despite being aware it, the University administration is not taking action mentioned in the clause.
They further said as per clause 34 the University may impose a fine subject to a maximum of Rs 5000/on the caterer on each such occasion on the recommendation of DSW, SMVDU. "However, the University administration in violation of this clause, between 31st July 2018 3rd of October 2018, has imposed around Rs One lac fine on M/S Suvidha Caters i.e Rs 10,000, Rs 5,000, Rs 10,000, Rs 20,000, Rs 10, 000, Rs 5,000 and Rs 40,000 while Rs 65,000 fine has been imposed on M/S Ashok Caterers between 4th of August 2018 to 22nd of October 2018, i.e Rs10,000, Rs 20,000, Rs 30,000 and Rs 5,000", information provided by University under RTI Act revealed.
They further said clause 6 of terms and condition being in placed for last a decade, first time imposed to harass the caterers. "Despite being sufficient numbers of bidders in tenders for hostel, the DSW, split allotment of works, and gave chance to L3 bidder, there was huge gap between quoted amount by L1(M/s Suvidha Caters) i.e Rs 79.85 and L3(M/s Ashok Caterers) Rs 87,the split system despite being mentioned in clause never has been imposed in past ten years", sources said and added that as per clause of 6 of terms and condition, SMVDU reserves the right to split the work or award the catering contract to more than one tenderer on the same rates. "It raises question, why L3 agreed to provide the food at least Rs 9 less than the quoted amount", sources said.
