Aggarwal front-runner for CIC post

Jammu, Feb 26: K B Aggarwal who recently retired as Financial Commissioner Housing & Urban Development Department (HUDD) is likely to be appointed as new Chief Information Commissioner (CIC) in the State Information Commission (SIC). Sources informed Early Times that Aggarwal is the front runner for this post who in spite of being senior most IAS officer in state was not appointed Chief Secretary a few years back by PDP-BJP Government.
Details available with Early Times reveal that a Committee of Advisors headed by K Vijay Kumar recently shortlisted name of Muneer Ahmad Khan (ADG) for the post of Information Commissioner, but committee had no consensus over Aggarwal's name for the post of Chief Information Commissioner (CIC). Now it is learnt that his name has almost been shortlisted and very soon committee of advisors will again sit and announce his name.
Sources say that Muneer Khan might take oath of Information Commission within a few weeks. Pertinent to mention that Khan is going to retire from his 30 year plus police service in June this year.
State Information Commission (SIC) which has been constituted under the ambit of J&K RTI Act 2009 became operational after Khurshid Ahmad Ganai former IAS officer was appointed as Chief Information Commissioner (CIC) early this year. But in June this year Ganai resigned as CIC to join Governor Vohra as his Advisor. Since then he continues to work as Advisor to Governor.
Under J&K RTI Act 2009, State Information Commission (SIC) is supposed have three Commissioners. One of the Commissioners is designated as Chief Information Commissioner (CIC) and other two are designated as Information Commissioner's. G R Sufi, Nazir Ahmad and S K Sharma already completed their term in SIC.
When SIC was reconstituted 2nd time, three commissioners were supposed to be appointed, but due to various reasons the selection committee could only recommend CIC's name. After more than 6 months of CIC's appointment, the then Governor N N Vohra on the advise of selection committee headed by former Chief Minister Mehbooba Mufti appointed one more Information Commissioner Mohammad Ashraf Mir who had served in Law Department for a very long time. Mir was Revenue Secretary in J&K Government prior to his appointment as Information Commissioner. With only one Commissioner in the State Information Commission (SIC), all the work is taken care by sole Information Commissioner M A Mir. In-spite of CIC's June 2017 deadline, majority of Public Authorities have not updated their official websites nor have they made voluntary disclosure of information.
