Stoppage of eastern rivers waters to Pakistan

Time and again, I had written many articles on this subject and the latest one was published in this esteemed paper on August 10 last year where under I had drawn the attention of our readers that this was the major document signed by the then President of Pakistan Mohammed Ayub Khan on September19, 1960 accepting therein that J&K state is an inytegral part of India. That was the reason only while accepting the ownership of the land of the J&K state as an Integral part of Indian Union over which the waters of the western rivers Jhelum, Indus, Chenab, and the eastern rivers Sutlej, Ravi and Beas flow from India to Pakistan - Pak Government entered into this treaty. Reversing from the same signed by the two nations India and Pakistan is considered to be a great mistake but it should be treated as the pressure tactics only rather scrapping of the treaty itself. If the treaty is scrapped, then India would be weakening its stand on Kashmir. I am reproducing the same here as under for the convenience of the readers:-
"Treating Jammu and Kashmir as an integral part of India, Pakistan had signed the Indus Water Treaty with India on September 19, 1960. The then President of Pakistan Mohammed Ayub Khan and the then Prime Minister of India Pt. Jawahar Lal Nehru had put the seal on this treaty at Karachi in terms of the Instrument of Accession(IOA) signed by the then Maharaja of J&K Hari Singh with Union of India on October 26, 1947 which was accepted by the Viceroy General of India Lord Mountbaton on October 27, 1947. It is quite evident from the fact that PAK Government of the time signed the INDUS WATER TREATY on September 19, 1960 over the usage of water flowing from the rivers of the Eastern and Western areas. The rivers Indus, Jhelum and Chenab are the rivers in Western J&K and whereas the rivers Ravi, Beas and Sutlej are the Eastern rivers. All the eastern rivers are originating and flowing from the areas of J&K towards Pakistan. Principally, PAK agreed rather accepted that these rivers are the properties of J&K state. PAK while signing the INDUS WATER TREATY with Indian Government had accepted that the J&K state is an integral part of India. It was brokered by the World Bank. It is very much on record that as and when there was any conflict over the usage of water from the captioned rivers, many a times various PAK delegations had visited J&K and sorted out the problems with regard to the starting of various Hydroelectric Power Projects in J&K state from time to time. This important Treaty is still in force as on date. This means that PAK has no locus standi over Kashmir for which over the past seven decades, it is crying for the settlement of Kashmir tangle. It has made this as a bogey just to exploit the Kashmiri sentiments in the Kashmir valley.
Up to this time, PAK had fought four Wars with India in 1947 1965, 1971 and 1999 and was defeated every time. It would be in the interests of both the countries for not going to War this time at least because of the reason that in the eventuality of War between the two nations being the nuclear powers, the massive destruction would be there as there is a big chance that PAK would be reduced to ZERO on the Globe. The political party - Teharik-e-Insaaf floated by the famous Cricketer Imran Khan in Pakistan 20 tears back, remained as the victorious lot and Imran Khan became the Prime Minister of Pakistan. He was supported by the Military Generals, PAK Army and the ISI, of course, in the elections held last year. In an interview with the International media after the results of the elections held in PAK, he announced that the relationships of his country with India would be improved and at the same time. Imran Khan was required to go for making the in depth study and analysis of the Kashmir problem and see the contents of the captioned TREATY signed between India and Pakistan on September 19, 1960 at Karachi thereby treating therein J&K as an Integral part of India on whose behalf India had signed the said treaty and which was brokered by the World Bank. Pakistan can't skip from this documentary evidence. If Imran Khan is really interested in the betterment of Pakistan and its subjects, as far as possible, should avoid the confrontation with India rather jointly work for the peace in this subcontinent and if he, other wise, remained stick and adamant on this score, PAK would cease to exist on the Globe. In view of the PAK acceptance that J&K is an Integral part of India, there is no need of any dialogue on the Kashmir tangle. For the appraisal of the readers, I am reproducing some of the aspects of the said treaty in the proceeding lines. Pertinent to mention here that the Government of India and the Government of Pakistan, being equally desirous of attaining the most complete and satisfactory utilization of the waters of the Indus system of rivers and recognizing the need, therefore, of fixing and delimiting, in a spirit of goodwill and friendship, the rights and obligations of each in relation to the other concerning the use of these waters and of making provision for the settlement, in a cooperative spirit, of all such questions as may hereafter arise in regard to the interpretation or application of the provisions agreed upon herein, have resolved to conclude a Treaty in furtherance of these objectives, and for this purpose have named as their plenipotentiaries. Hydropower is one of the State's key resources and J&K intends to accelerate harnessing this potential as an integral part of its economic development. Development of hydro potential in the State is expected to usher in huge economic benefits in the form of employment generation, in efficiencies in transmission and provide energy at affordable cost turn into a net energy exporter. Power is the critical infrastructure on which the socio the country depends. The growth of the economy hinges on the quality power at competitive rates. Therefore, it is imperative that electricity is made readily available for growth of infrastructure, economy and overall better quality of life of the people. It is important to mention that the concerned quarters reveal that there exists a potential of 20000 MV of power generation from the Hydroelectric Projects if established, across the state of Jammu and Kashmir form the Western rivers - Indus, Chenab and Jhelum. It is very relevant to pin point that only 2339 MV of power stands explored and generated out of the potential to the order of 20000 MV by virtue of 8 NHPC Power Projects in the state as on date which constitute only 24% and yet there is wide (76%) scope of power generation in the state. Salal Hydroelectric Project(690 MV) Dul Hasti Baghliar (390MV)Uri (480MV and 240MV) Sewa (120MV) Nimoo Bazgo (45MV)Chutak(44MV).
Out of 2339 MV power already generated according to the Treaty 13 % i.e. 180 MV is going free of cost as the Royalty. Also it is pertinent to mention here that the control over the water flowing in the 3 Eastern rivers- Ravi, Beas and Sutlej with mean flow of 33 million acres feet (MAF) was given to India and whereas the control over the water flow of 135 MAF in the 3 western rivers was given to PAK. After the barbaric and gruesome attack of the Pak terrorists at Lethpora in Pulwama District in Kashmir valley on February 14 as also in view of the countrymen anger, the Union Government has taken the major decisions which include the imposition of 200 percent duty on the imports from PAK to India, withdrawing of the security cover of the leaders of the Separatists, Hurriayat Amalgamation, deployment of more than 10000 Army, CRPF and BSF into the valley, stoppage of water from the eastern rivers to Pakistan to set it right without going for war at the moment. The Union Government also succeeded much in getting the support from USA, Britain, France and many other nations on the Globe. Not only this, the Security Council of UNO has also condemned the barbaric attack of the Pak terrorists at Lethpora in the Kashmir valley and passed a resolution on this score. While releasing the details about the stoppage of the water from the eastern rivers to Pakistan, it has been clarified by the Water Resources Ministry of our Central Government that India will not divert waters from the eastern rivers and supply it to the people of Punjab and J&K. The notification issued by the Water Resources Ministry of our Central Government has further clarified that it is not a new decision rather India has reiterated what always had said in the past. Indus system of water comprises of Indus river, Jhelum, Chenab, Sutlej, Ravi and Beas. The basin is mainly shared by India and Pakistan with a small share for China and Afghanistan. Under the Indus Water Treaty, all the waters of the eastern rivers averaging about 33 million acres feet (MAF) were allocated to India and whereas 135 MAF in the 3 western rivers were allocated to Pakistan except for specified domestic, non consumptive and agricultural use permitted to India as enshrined in the said treaty. India has constructed the Bhakra Dam on Sutlej river, Pong & Pandoh Dam on Beas river and Thein Dam on Ravi river Apart from storage works and other works like Beas- Sutlej link, Madhopur - Beas link and Indira Gandhi Nehar Project helped India to utilize nearly 95 percent waters of the eastern rivers.
In any case this treaty should not be scrapped for the main reason that India would loose its grifth over the POJK.
