Contractors object to alleged 10% commission demand
Director lodges complaint against five contactors, later withdraws haphazardly

Jammu, Mar 1: A Planning Director of a government department on Friday lodged a formal complaint with police against five contractors for manhandling but later withdrawn the same haphazardly, anticipating trouble for him.
Sources informed Early Times that under a centrally sponsored scheme, contractors most of whom are the owners of computer centres had done some works including providing training to the masses. "On Friday afternoon, they visited the Director Planning of the department for the release of payment against the work done", sources said, adding that but the Director Planning agreed to release only 20 percent of the payment.
"The contractors objected to the reply of Director Planning and said that in Kashmir division, the contractors engaged in same scheme had got full payment against the work done", sources said, adding that even the contractors mentioned about the guidelines of Union government, which directed the departments to release the full payments against the work done and furnish the Utilization Certificates (UCs).
Sources further said that on persistence of the contractors the Director Planning agreed to release the payment but allegedly demanded 10 % commission of the paid amount.
"The contractors initially refused and strongly objected to the demand of commission and got out of the office so that they separately decide about payment of commission", sources said, adding that in the meantime, the Director Planning called some employee leaders and asked them to teach contractors a lesson.
Sources further said that as the issue heated up the Director called on SSP Security of the Civil Secretariat and lodged a formal complaint against the contractors. "As per complaint the Director Planning had alleged that the contractors misbehaved, abused and thrashed him in his official chamber", sources said, adding that the SSP Security called on police from Police Post Parade and handed over the contractors to them.
Sources further said that as the Director Planning anticipated that if the contractors would be arrested and a formal complaint would be lodged, he would also face heat after the beginning of the investigation. "It is unclear as whether an FIR was lodged by Director or the issue was settled out at the Civil Secretariat", sources said, adding that police personnel from Parade Police Chowki had visited Civil Secretariat.

"The Director Planning haphazardly withdraw the complaint against the four contractors and tried to hush-up the entire matter", sources said.
SSP Security Civil Secretariat Rajinder Gupta hanged up his phone and later didn't pick up the same for comments.
