Assembly Secretariat violates rules yet again, appoints two data entry operators illegally

SRINAGAR, Mar 29: Despite the fact that High Court recently stayed the process of advertisement of posts by the Jammu & Kashmir Legislative Assembly Secretariat the officials at the office have made couple of illegal appointments.
Early Times has learnt from sources that two persons have been appointed as Data Entry Operators in the assembly secretariat by some of the top notch officers of the department. The appointments have been made in contravention of laid down procedure.
"The appointments were made without any advertisement whatsoever and the beneficiaries have already joined their duties. No norm whatsoever was followed in the whole process and the higher ups of the assembly secretariat have trampled over the rules and regulations," said sources.
Sources said that both the persons appointed as Data Entry Operators belong to the Jammu division adding that even the identity cards have been issued in favour of both the illegally appointed persons. They said that the assembly secretariat has kept its tradition alive of making the illegal appointments.
"The persons appointed illegally as Data Entry Operators are Dheerja Khajuria and Gurdeep Singh. These people submitted the forms under a fix match and they were appointed as Data Entry Operators under the same process. The latest episode has added to the already existing mess at the assembly secretariat," said the sources.
It would be in place to mention here that the assembly secretariat had advertised some non-gazette posts in the recent past of its own. The assembly secretariat did not deem it fit to refer the posts to the Services Selection Board (SSB).
"Ideally the departments refer the non-gazette posts to the SSB following which the appointment process is taken. But for the assembly secretariat this norm is no more in vogue. The assembly secretariat has its own set of rules and it follows the same every now and then," said sources.
The appointment process was challenged in the court of law and the High Court stayed the whole process.
Sources said that while the appointment process of more than 20 persons was put on hold by the court the assembly secretariat officers ensured that two persons are appointed as Data Entry Operators. The assembly secretariat has been in news for wrong reasons in the past with many illegal appointments being made.
"Many former speakers of the assembly including Mubarak Gul, Mohammad Akbar Lone and Tara Chand made many illegal appointments at the assembly secretariat over the past couple of decades. There is no end to the same process even today," said sources.
