Chief Secretary reviews Darbar Move arrangements

JAMMU, APRIL 12: Chief Secretary BVR Subrahmanyam Friday chaired a high-level meeting here to take a review of the arrangements on the eve of move of offices from Jammu to Srinagar for the summer season-2019.
As per the orders issued by the General Administration Department (GAD), the offices observing 5-day week shall close at Jammu on 26th April, 2019 after office hours and offices observing 6-day week shall close on 27th April 2019 after office hours. All the offices will reopen at Srinagar on 6th May, 2019. All the Departments will depute their advance parties on 22nd April, 2019 who will receive the official records at Srinagar.
The meeting was informed that adequate arrangements have been made to transport official records and employees on 27th April and 28th April, 2019 and 4th May and 5th May, 2019. The security and escort plan, availability of trucks and buses, recovery vans, mobile workshops, health facilities and ambulances along the highway were discussed threadbare.
Chief Secretary directed the Traffic Department to ensure hassle free movement of employees from Jammu to Srinagar. In the event of late arrival of employee convoys on move days, Divisional Commissioner, Kashmir was asked to ensure that employees do not face any inconvenience in reaching to their destinations in Srinagar.
He directed the BEACON and NHAI to ensure good condition of Srinagar-Jammu National Highway. Deputy Commissioner, Ramban was directed to keep a contingency plan ready should there be a disruption of traffic on highway due to landslides/shooting stones etc.
Chief Secretary asked Food, Civil Supplies and Consumer Affairs department to issue temporary ration cards and gas connections to move employees as per the standard practice. He emphasised on serving quality and hygienic food to the employees staying in hotels at Srinagar and regular inspection of the food served to the employees by the Food Safety Organization (FSO).
Chief Secretary also directed the Estates, PHE, PDD and Srinagar Municipal Corporation (SMC) to inspect residential colonies of the move employees and ensure complete sanitation, availability of electricity, potable drinking water and other basic facilities to them. He asked Estates Department to establish a control room to attend to the requests of employees relating to their residential accommodation and other facilities at Srinagar.
Chief Secretary directed that all arrangements be ensured to make the Civil Secretariat, Srinagar functional from 6th May, 2019 i.e the first working day itself. He directed that Nodal officers nominated by each department for Advance Party be made responsible for receipt & safe custody of official record and stacking/storage of empty trunks/boxes in the designated places.
Chief Secretary directed Information Technology (IT) Department to provide External Hard Drives to departments as per their requirement for shifting of record in the digital format besides ensuring installation of dedicated computers, new WiFi and networking equipment with dedicated facilities at Civil Secretariat Srinagar. He directed the IT department to ensure that LAN/Internet connections are fully functional by the time move offices open there.
He asked Estates Departments to set up additional convenience facilities in the Civil Secretariat Srinagar for employees besides ensuring adequate drinking water facilities and cleanliness.
