Health administrator shifted for `no fault', enquiry on

SRINAGAR, Apr 30: The undue influence of politicians on the working of institutions came to fore yet again as an honest and upright health administrator was shifted from his place in Baramulla district without reason.
On 01/04/2019, Abdul Qayoom Wani, Candidate of PDP for 1-Baramulla Parliamentary Constituency has dispatched a letter to the Chief Election Commissioner, Election Commission of India, vide no: PDP/PAR/1-BLA/3-5/2019 wherein he states Grass Violation of Modal Code of Conduct by state government officers/officials in 1-Baramulla Parliamentary Constituency.
The letter reads that, with humble submission, I want to bring to your kind notice that the below mentioned officers/officials are violating the Model Code of Conduct by involving themselves and the subordinate staff in favour of J&K Peoples Conference and J&K National Conference Candidates of 1-Baramulla Parliamentary Constituency, Therefore using the official machinery and support to influence voters.
Dr Masrat Iqbal, BMO Pattan of Health Department, Gh Mohi u Din Dar BDO Gurez of Rural Development, Abdul Gaffar, Panchayat Inspector Tulail Gurez of RDD, Mukhtar Ahmad Bhat, Labour Officer Tangmarag of Labour Department and Mohd Iqbal Akhoon, Labour Officer Gurez of Labour Department.
The officers/officials mentioned above are involved in active canvassing and their subordinate staff for participation in election process in support of parties mentioned above, reads a letter.
Letter also reads that, this type of atmosphere has started questioning the minds of ordinary voters whether we shall have a fair poll or not, adding strict action against such officials/officers shall be welcome by the society in general.
However BMO vide his letter no: BMOP/ESTT/578 Dated 5/4/2019, replies to the letter of CMO Baramulla, vide no: 1294 dated 5/4/2019 involving violation of Model Code of Conduct.
Letter reads that, it is submitted to your office against the letter received by this office that the complainant Ab Qayoom Wani has mentioned in his compliant that the undersigned being a government official is involved in carrying out election campaign and favouring a particular party in Baramulla Parliamentary constituency which is baseless and bogus compliant against the undersigned.
In addition it is hereby submitted that the complaint which is subject matter of this replication is completely fabricated and manipulated against the undersigned. This is support of my defence I be put at liberty to get the solid evidence from the complainant to prove the allegation leveled against me.
On 27/04/2019, CMO Baramulla, vide dispatch no: 2065-74 dated 27-04-2019 issues an order that state that pending enquiry, in response to the Deputy Commissioner (District Election Officer) Baramulla's letter no: DEOB/19/3296-99 dated 27-04-2019 regarding the subject, complaint against Dr Masrat Iqbal Wani, BMO Pattan for violation of modal code of conduct and illegally withdrawing huge amount from Hospital Development Fund, Dr Masrat Iqbal Wani I/C Block Medical Officer Pattan is hereby attached with Block Medical Officer, Rohama and detailed to work at NTPHC Khohmoh Block Rohamaa till further orders and shall be deemed to have been relieved from Block Pattan.
Consequent upon the above, Dr Shakeel-u Rehman, Sr Medical Officer CHC Pattan will look after the routine work of BMO Pattan, Block Pattan in addition to his own duties till further orders.
A team of following officers/officials is herby constituted under the chairmanship of District Health Officer Baramulla for enquiring in to the complaint against Dr Masrat Iqbal Wani for violation of Model Code of Conduct.
Dr Bajhan Kour District Health Officer Baramulla, Dr Javid Ahmad BMO Kreeri, Dr Saba Wani BMO Tangmarag, Farooq Ahmad Sofi AD Planning, Bashir Ahmad Sr Assistant and Gh Rasool Sr Assistant.
The detailed enquiry report may be submitted to the office of undersigned within 3 days positively for onward submission to Deputy Commissioner (District Election Officer) Baramulla within prescribed time frame.
Meanwhile CMO Baramulla issued another order vide no: 2077-79 dated 29-04-19 which states that, in continuation to this officer order no: 2065-47 and as per directions of Director Health Services Kashmir Srinagar, Doctor Masrat Iqbal Wani In Charge Block Medical Officer Pattan shall report to Director Health Service Kashmir Srinagar instead of PHC Khamoh Block Rohama with immediate effect.
However the enquiry is still on and the enquiry team has not reached to any conclusion yet.
