BUDGAM, June 20: The district administration in Budgam seems least bothered about the deteriorating condition of Magam town especially famous Ferozpora nallah. Instead of implementing and enforcing Municipal Solid Waste Rules (MSW Rules 2016), the district administration along with municipal authorities are seen openly violating the same in all the towns of Budgam district especially Magam town.
As reported last month by Early Times, the Municipal Committee (MC) Magam is seen dumping all its municipal waste near the bank of famous Ferozpora nallah which originates from the glaciers around Gulmarg. The river is filled up with all kinds of solid and liquid waste which includes poultry waste and carcasses of dogs and other dead animals.
Reliable sources say that more than 50 quintals of municipal solid waste collected by the sanitation staff of MC Magam is dumped near the banks of Ferozpur nallah which flows through this town. This open violation of MSW Rules and Environmental Protection law is not been taken seriously by any authority of the state especially district administration Budgam which indicates that government is least bothered about the well being of its citizens. The administration has not even identified the site in Magam where the municipal solid waste generated town could be treated scientifically. In-spite of funding available under Swach Bharat Mission (SBM) the MC Magam is yet to adhere to guidelines of MSW Rules 2016 wherein the waste generated at household level is to be segregated into bio degradable and non-bio-degradable and is to be kept inside two separate dustbins. As per the MSW Rules 2016 municipal authorities are to undertake door to door collection of this household waste and the organic part of it (bio degradable waste) is to be treated by way of composing. The plastic waste is to be recycled especially that material which is recyclable like pet bottles, polythene and other plastic material. Locals residents say that Magam municipality is hardly bothered about sanitation and implementation of Solid Waste Rules 2016 as they are busy minting money from illegal constructions. It is alleged that from last 10 years hundreds of illegal building permissions have been given by Magam Municipality and this has resulted in frequent jams in this town located on Srinagar Gulmarg road. "Unfortunate part is that water from Ferozpur nallah is lifted at many places through various water supply schemes and then supplied to people. Neither PHE nor Environment or Health departments are concerned about this. MC Magam, Directorate of Urban Local Bodies and district administration Budgam are hardly bothered about all this mess. In rainy season all the trash and dead animals get completely mixed with water which is a very dangerous trend," said Nazir Ahmad, a local resident.
