Situation not conducive for holding Assembly poll shortly
7/1/2019 11:07:20 PM
Why the state of Jammu and Kashmir has been placed under the President's rule? This is a simple question because when neither the Governor nor the BJP led NDA Government thought that the security scenario was not conducive for holding the early elections to the Assembly. Yes, one thing is clear that the National Conference leadership has made the ground smooth for winning the elections by voicing concern over the fiddling of Article 370 and Article 35-A. Though nothing has left in the special status granted to the state within the union of India, still the National Conference leadership is seen beating the breast about its revocation. Scores of central laws have been extended to the state and still the NC leadership is crying hoarse over the plan of the centre to do away with the special status.
In fact finding that the demand for greater autonomy has been lost over the time and the NC leadership finds it convenient to rake up the issues of proposed fiddling of Article 370 and Article 35-A. As far as Article 35-A is concerned it is quite important because under the existing state subject laws nobody, wishing to set up industrial units, could purchase land for the projects. Hence the state has remained backward. Even the centre cannot buy land for starting a major project which would ensure development. And why the NC wants early Assembly poll. Under an unwritten understanding. Dr Farooq Abdullah has pro ised his son, Omar Abdullah, to become the Chief Minister once he was elected to the Lok Sabha.
This is the reason for the NC to go in for early elections. But it depends on the Election Commission of India to consult the state authorities and those from the centre before it fixes the dates for the Assembly poll. It is definite that the Assembly elections will be held in phases because those constituencies where the polling is over the security forces may be shifted to those areas where the polling is to be held. But one thing is there the BJP wants early Assembly elections because the state unit of the party banks on the charisma of Modi. Well Modi's Charisma could not have its impact in the Kashmir valley where the NC won all the three seats but he had some impact in Jammu region and Ladakh where the BJP won three seats. As far as the plan of the militants are concerned they may not lie low during the elections and if they lie low during the ensusing yatra it should not be treated as end of militancy.
