Implementation of amendments to SRO 520 should be dealt effectively: NMC

JAMMU, July 14: President of the National Mazdoor Conference (NMC) Subash Shastri appealed to Governor's administration to strictly deal with the process of implementation of amendments to SRO 520, as this directive has been exploited by lower level bureaucracy elements who still have a soft corner for the previous regimes.
"Praising the well intentioned efforts by the Governor, Satya Pal Malik and political organizations should learn from variety of administrative reforms initiated and implemented by Malik, at the same time derided official dome who are hell bent on derailing this noble administrative order by resorting to impractical verification process, when several thousand daily rated workers have not been paid for years together," Shastri said this while addressing a well-attended NMC workers meet at Village Khamb in RS Pura.
"Governor administration is requested to immediate direct the departmental heads not to insist on production of 120 vouchers pertaining to their continued service in state utilities as records pertaining to the same are supposed to be preserved in respective offices," Shastri added.
Further since process of regularization of these daily rated workers is supposed to be a time consuming exercise and their monthly payment of dues is subject to availability of funds under the relevant heads etc, Shastri suggests that till such regularization adequate funds be provided to be utilized under separate wage heads, so that they are not put to trouble for uncertainty of budgetary provisions and such provision should be make at the level of HODs.
Expressing concern over the undue delay in accepting and implementing the recommendation of Ashok Lavasa Committee set up of by the Central Government to review the structure of pay anomalies pertaining to lower staff, Shastri also appealed to the Prime Minister to have the matter intervene to settle the issue on priority basis.
