SRINAGAR, July 28: After telling Right to Information (RTI) applicant that file pertaining to a backdoor appointee officer who right now is a Special Secretary grade officer had gone missing, the Public Information Officer (PIO) after being taken to task by his senior officers has provided some part of the information which includes his application and few other documents dating back to 1997 and 1998. The PIO is yet to provide the complete file noting. Some documents signed by the then Chief Minister have also been provided under RTI which reveal that appointment was cleared by him.
An important file in General Administration Department (GAD) had gone missing that will expose backdoor appointments taking place in state from last many years. In an official response the designated Public Information Officer (PIO) of GAD (KAS section) had earlier told an information seeker that relevant file that is being sought under the RTI Act was not forthcoming from the official records of GAD. The reply was earlier denied but the same was given to information seeker as he had filed an appeal before PIOs senior officer and the case was listed before the officer in civil secretariat some weeks back. As Early Times filed a detailed report on the issue the file has been retrieved. The PIO has even provided some part of the information to RTI applicant few days back.
Details available with Early Times reveal that the concerned PIO who was supposed to remain present before the First Appellate Authority-FAA (Additional Secretary GAD) during 1st appeal hearing in civil secretariat few weeks back deliberately went on leave to save himself from the wrath of FAA. Earlier he had denied sharing the information under RTI Act with an information seeker who had sought information about a backdoor appointee who is presently holding post of Special Secretary to Government. The PIO had not at all provided any reply to him. Aggrieved by his response, information seeker filed 1st appeal before GADs Additional Secretary. The information seeker alleged that PIO in league with his junior staff and the backdoor appointee KAS officer had misplaced the file. Information seeker is now mulling to file 2nd appeal before State Information Commission (SIC) and State Crime Branch / Anti Corruption Bureau (ACB). He has appealed Chief Secretary to take action against the PIO and probe into the illegal appointment of KAS officer
