Illegal appointee KAS officer tipped to be posted as Dir Estates

SRINAGAR, July 30: A Special Secretary grade KAS officer who has been exposed by Early Times for getting into government service through backdoor means with the active help of former Chief Minister Farooq Abdullah is now tipped to be posted as Director Estates.
Sources say that his order is almost ready but has not been released yet due the reasons best known to officers in General Administration Department (GAD). Sources have revealed that many officers are not in favour of posting this officer as Director Estates in view of his track record and being exposed in media for getting into service through an illegal way.
As reported already, after telling an RTI applicant that file pertaining to the said backdoor appointee had gone missing, the Public Information Officer (PIO) in GAD after being taken to task by his senior officers, provided some part of the information which includes his application (representation) and few other documents dating back to 1997 and 1998.
The PIO is yet to provide the complete file noting. Some documents signed by the then Chief Minister Dr Farooq Abdullah have also been provided under RTI which reveal that appointment was cleared by him in clear violation of rules and regulations.
Earlier the GAD officers had misplaced this file at the best of backdoor KAS officer. In an official response the designated Public Information Officer (PIO) of GAD (KAS section) had told an information seeker in June this year that relevant file that is being sought under the RTI Act was not forthcoming from the official records of GAD. The reply was earlier denied but the same was given to information seeker as he had filed an appeal before PIOs senior officer and the case was listed before the officer in Civil Secretariat some weeks back.
As Early Times filed reports on the issue in last three months, the file has been retrieved and documents having already been provided to information seeker by the erring PIO who is posted as Under Secretary in GAD.
Details available with Early Times reveal that the concerned PIO who was supposed to remain present before the First Appellate Authority-FAA (Additional Secretary GAD) during 1st appeal hearing in Civil Secretariat few weeks back deliberately went on leave to save himself from the wrath of FAA. Earlier he had denied to share the information under RTI Act with an information seeker who had sought information about a backdoor appointee who is presently holding post of Special Secretary to government. The PIO had not at all provided any reply to him.
Aggrieved by his response, information seeker filed 1st appeal before GADs Additional Secretary. The information seeker alleged that PIO in league with his junior staff and the backdoor appointee KAS officer had misplaced the file. The information seeker is now mulling to file 2nd appeal before State Information Commission (SIC) and State Crime Branch/Anti-Corruption Bureau (ACB). He has appealed Chief Secretary to take action against the PIO and probe into the illegal appointment of KAS officer plus requested his not to post said officer on some important post.
