Jammu, Aug 2: The government is undecided over grant of leave encashment in favour of displaced employees from Valley, and all the displaced employees leading an exiled life in Jammu and other parts of country have been deprived of this facility by the government.
Right from 1989 after their mass exodus from Valley of Kashmir the migrant employees were not considered eligible for the benefit by the authorities at the helm of affairs on the pretext that the migration period is not being treated on duty but on leave. This has been main plea of authorities in support of not entitling the displaced employees for leave encashment.
However migrant employees on the other hand make a strong plea before the government that the period be treated on duty as they have not left Valley on their own and was the government which failed to ensure protection of their lives and property.
The issue was taken by displaced employees with representatives of both State and Central government during last 30 years of their displacement but to no avail.
Pinning high hopes on Narendra Modi Government and State Governor Satya Pal Malik migrant employees and retired displaced employees are hopeful that they will get justice under present dispensation.
The migrant employees said over 10000 employees belonging to K P community have who retired in last three decades we're deprived of this benefit.
Now the employees said they have received a positive response from Union as well as State Government and most probably the issue will be settled.
A delegation of displaced employees had already taken up issue with PMO and they got an encouraging result from there.
Another delegation of the retirees and displaced employees met Principal Secretary to Governor recently who also gave a positive signal to them. This has created a new hope among displaced employees that their long pending genuine issue may be perhaps be settled.
Terming denial of Leave encashment benefit to migrant employees a genuine demand Makhan Lal Bhat a displaced employees said that there was no justification to deny this right to them.
He said wrong interpretation of rules is being given to rules by officers as they are not interested in mitigating sufferings of displaced people.
