Probation of over 1100 APs yet to be confirmed after lapse of one year

Early Times Report
Jammu, Dec 18: The probation period of over 1100 newly appointed Assistant Professors (APs) in various colleges has not been confirmed even after lapse of more than one year.
Sources informed Early Times that a file containing names of over 1100 newly appointed Assistant Professors was forwarded by the Director Colleges to the Higher Education department for their confirmation but so far their services have not been confirmed. "Some APs had completed their probation of two years in October 2018 and have to be confirmed shortly thereafter but after lapse of one year, since completion of their probation their services are yet to be confirmed", sources said, adding that for the last over one year the files have been shuttling between the respective quarters but confirmation of services was not done.
They further informed that due to delay in confirmation of probation the newly appointed APs have been facing hardships. "We are still considered as probationers, despite completion of three years of services. Moreover the third increment has not been given to APs, without confirmation of probation. The non-confirmed APs cannot avail the facility of Faculty Development Programme (FDP), under which the APs can pursue higher studies", an AP said, adding that it was not the fault of APs but the slow functioning of the administration.
Sources further informed that the file of APs, along with requisite documents was forwarded by all colleges to the office of Director Colleges, who forward the same to Secretary of Higher Education department. Some months back, an order was issued by Director Colleges to all the colleges to send integrity certificate of all the APs. Earlier there was no such provision of seeking integrity certificate from the APs, but such requirement has erupted recently", sources said, adding that several colleges had forwarded the integrity certificates but the Director Colleges had once again forward a new format for sending the integrity certificate. "Now the colleges are asked to send the integrity certificate as per new format, which will take more time", sources said, adding that the lethargic functioning of previous regimes, has been casting its shadow over the new administration.
Director Colleges Yaseen Ahmed Shah said that the colleges have been sending the integrity certificates of the APs and nearly half of certificates were yet to reach them. "Once all the certificates will reach in the office, same will be forwarded to the Secretary for the confirmation of services", Shah said.
