Professor's quarter at University of Kashmir occupied by family of Joint Registrar
Official on deputation to BGSBU Rajouri, no HRA paid by family

srinagar, Dec 23: For the past one and half years a professor quarter occupied by the family of former Joint Registrar, University of Kashmir has come up as a bone of contention since the family is not paying House Rent Allowance (HRA) to the university authorities.
Sources told Early Times that the professor quarter P-7 is occupied by the family of Dr. Ishfaq Ahmad Zari, Joint Registrar, University of Kashmir. Dr. Ishfaq has been on deputation to Baba Ghulam Shah Badshah University (BGSBU), Rajouri since August 2018 and since then no HRA is being paid to University of Kashmir authorities.
"Ideally the quarter should have been left by Dr. Ishfaq as soon as he was sent on deputation to BGSBU, Rajouri. Since his family has been living at the professor quarter they ought to pay the HRA to the University of Kashmir authorities. Nothing like that has happened and the family continues to live without paying any HRA whatsoever," said sources.
Sources said that the family of Dr. Ishfaq had to pay Rs. 35,000 as HRA per month towards the University of Kashmir adding that the unpaid amount has crossed more than five lakhs. They said the higher ups of University of Kashmir have failed to take any action in this regard for the reasons best known to them.
"Since the HRA has remained unpaid since August 2018 the outstanding amount on this account is Rs. 5, 75,000. The issue came up for discussion at multiple forums at the University of Kashmir and it was stressed that immediate action needs to be taken but no action whatsoever has been taken so far," said sources.
Sources said that in August this year a meeting of the teachers of University of Kashmir was called to discuss the issue. They said that in the meeting it was decided that issue of re-imbursement of HRA towards the varsity would be taken up more vociferously so that immediate action is taken.
"The decision in this regard taken in the meeting of Kashmir University Teachers Association (KUTA) was compiled and the file was sent to the office of Vice-Chancellor, University of Kashmir. Till date there was no correspondence from the Vice-Chancellor's office and as such the HRA has not been paid by the family of Dr. Ishfaq," said sources.
Sources said that since Dr. Ishfaq is drawing salary from BGSBU, Rajouri it has become impossible for the University of Kashmir to deduct the HRA from his salary. They said that he and his family are enjoying the privileges like anything without paying a single penny towards the authorities of University of Kashmir.
Sources said that Dr. Ishfaq is not entitled to the professor's quarter as he is yet to reach that stage in his career. They said that he was appointed as Deputy Registrar few years back and was yet to reach the position of professor, but still then he was allotted the professor's quarter.
