SKUAST-Jammu biggest victim of discrimination: Prez TAJ

Jammu, Dec 24: "SKUAST was established in Srinagar in the year 1982 through an Act passed by the State Legislature and Jammu had to wait / struggle for seventeen long years when in 1999, the SKUAST Kashmir was bifurcated and SKUAST Jammu came into existence.
Since its inception in 1999, this farm and professional varsity of Jammu region is facing discrimination in one way or the other", this was informed by President Teaching Association SKUAST-Jammu Dr. Vikas Sharma.
"In 1999, both the varsities had two faculties each - Faculty of Agriculture and Faculty of Veterinary Sciences. SKUAST-Kashmir has added five more faculties to its strength viz., Faculty of Horticulture, Faculty of Agricultural Engineering, Faculty of Dairy Technology, Faculty of Fisheries and Faculty of Forestry in the last 15 years whereas the proposal for the sanction of much required Faculty of Agricultural Engineering, Faculty of Dairy Sciences and Division of Seed Science has been made hostage to the process of seeking repeated queries from the last 15 years by the State Government. At present, SKUAST-K has seven faculties and SKUAST-J stands at three faculties and yet the queries and questions put to SKUAST Jammu seem to be endless" said Dr Vikas.
He elaborated that in the newly established Union Territory of Jammu and Kashmir, SKUAST-Kashmir has received first grant of Rupees 20 corers' whereas SKUAST-Jammu got a meagre amount of only 5 corers' and 71 lakhs vide GO No.12/JK (Agri) of 2019 dated 11.12.2019 regarding release of non plan grant in aid to SKUAST-Jammu/Kashmir under five months estimate for the financial year 19-20.
SKUAST-J had advertised the four administrative and 96 teaching positions in the year 2018 and at present more than 50 posts of teaching and 140 posts of non-teaching are lying vacant in SKUAST-Jammu that should be advertised immediately, but till date neither the interviews for teaching and administrative positions has been conducted nor the positions of teaching and non teaching has been advertised. On the other hand, SKUAST-Kashmir has advertised various teaching and non teaching positions in 2019 and appointed excellent human resource.
Dr Vikas informed that genuine issues of teaching fraternity like implementation of order No.71 (Secy.) of 2018 dated 11.07.2018 in toto regarding sanction of 6000 AGP to Subject Matter Specialists and Programme Assistants of KVKs, the promotion of teachers from AGP Rs. 8000 to Rs. 9000, who have completed 12 years of service with Ph.D degree, the release of grant of incentive of two non compounded advance increments to scientists who joined between 01.01.2006 to 31.08.2008 with MSc., are not resolved till date by SKUAST-J despite of the approval granted in Board of Management, University Council, assent by Chancellor (HE, GOVERNOR OF J&K) and further notification by Vice Chancellor of SKUAST-Jammu.
On the other hand, our sister concern i.e., SKUAST-Kashmir (both farm varsities are governed by same statues / act) has appointed all the Subject Matter Specialists till date in 6000 AGP and granted 6000 AGP to Programme Assistants of KVKs in 2013 and 2017. The said university has already released two non compounded advance increments to the scientists who joined between 01.01.2006 to 31.08.2008 with MSc. Degree.
SKUAST-Kashmir has also promoted more than 40 teachers from AGP Rs. 8000 to Rs. 9000, who have completed 12 years of service with Ph.D degree in the year 2019. If this is not a glaring example of discrimination with Jammu what other name can we give to it.", said President SKUAST-TAJ Dr. Vikas Sharma.
