JKNPP appeals President to reserve govt jobs for J&K youth
1/1/2020 11:40:38 PM
Jammu, Jan 01: Jammu and Kashmir National Panthers Party (JKNPP) chief patron Prof. Bhim Singh has urged the President for his urgent intervention to save a serious crisis of State Services, which may explode like a volcano if appropriate and desirable action is not taken at the earliest.
Prof. Bhim Singh said that the State Subject which was introduced by Maharaja Hari Singh in 1927 and renamed by J&K Legislature as Permanent Residents Status in Jammu & Kashmir cannot be converted/amended by a nominee of the President or by any executive authority as this status has been accepted as a basic right of the unemployed youth/people of Jammu & Kashmir when Constitution of India was framed by the Constituent Assembly and Constitution of India was finalized on 25th November, 1949 by the Constituent Assembly.
The Constitution of India in Chapter – III has accepted that all the earlier laws applied during the Maharaja Rule in Jammu & Kashmir shall not be changed/amended/abrogated if such laws have been introduced for the welfare of the people of Jammu & Kashmir. It is very clear that neither Fundamental Rights nor the commitment of the Constituent Assembly can be reversed/changed or struck down by any authority. Chapter-III of the Constitution of India makes it very clear.
Prof. Bhim Singh said that impression given earlier that the status/privileges/benefit to the youth/people of Jammu & Kashmir shall be taken away by any executive authority if such laws were framed by the Ruler of Jammu & Kashmir for the youth of the State.
It is, therefore, very necessary to follow the law and allow the benefits reserved for the un-employed youth of Jammu & Kashmir to remain reserved in the field of employment. This was impression given earlier also when President’s Rule was imposed in Jammu & Kashmir.
