Recruiting agencies in fix over recruitment rules

SRINAGAR, Jan 11: The recruiting agencies have halted the recruitment process as there is confusion whether to make selection process as per the existing rules in Jammu and Kashmir.
Post August 5 when Jammu and Kashmir's special status was abrogated and state was bifurcated into two union territories, the recruiting agencies are in a fix whether they can continue with recruitment rules of the erstwhile state.
Jammu and Kashmir Service Selection Board, a recruitment agency mandated to fill non-gazetted posts are completing the selection process for the posts which were advertised before the revocation of J&K special status.
"No posts have been advertised post August 5. We are clueless under what rules J&K SSB has to make new recruitment process," an official of J&K SSB said.
He said new rules are yet to be framed for new posts. "We are yet to receive any communication from General Administration Department whether new posts will be filled up as per existing rules or new rules will be framed," he said,
Similarly, the selection process of gazetted categories posts has been put on hold by Jammu and Kashmir Public Service Commission (JKPSC).
"The selection process has been halted as we are unsure whether the government wants continuation of the Commission or making changes in recruitment rules," an official of J&K PSC said. Closed stranded
On November 14, the government issued an order that a fresh exercise for the reconstitution of the Public Service Commission (PSC) was required to be initiated.
Citing the Presidential Order, the General Administration Department in its letter communicated to the Public Service Commission that a fresh exercise would be undertaken to reconstitute the prestigious recruitment body.
"It has been decided that a fresh exercise for reconstitution of the Public Service Commission is required to be initiated as all the appointees are deemed to have held the office till the appointed day only," reads the letter.
In November J&K PSC had to postpone all its examinations and interviews scheduled following confusion over employment process in the new Union Territory.
As per the J&K Reorganisation Act-2019, the JKPSC would continue to be recruiting agency for various posts in J&K UT, while recruitments in the UT of Ladakh, carved out of erstwhile J&K state, would be done by the Union Public Service Commission.
The PSC is mandated to conduct recruitment for prestigious gazette services including Kashmir Administrative Service (KAS), Kashmir Police Service (KPS) and other coveted services.
It was set -up under the Constitution of Jammu and Kashmir which came into force on January 26, 1957.
Lieutenant Governor Girish Chandra Murmu had announced that 40,000 educated local youth would soon be adjusted in different government departments in the UT.
The High Court recently withdrew notification for 55 vacancies which was allowing non-locals to apply for posts here.
