EARLY TIMES REPORT

Jammu, Jan 12: Nearly impossible to believe that a Junior Engineer (JE) of Public Works (R&B) department during his posting in PW(R&B) construction Division-II, Jammu had simultaneously attended regular classes for B.E Civil Engineering at Jamia Millia Islamia (JMI) University, New Delhi.
According to documents available with Early Times the Junior Engineer now an Executive Engineer (XEn) posted in Rural Engineering Wing (REW) of Rural Development and Panchyati Raj (RD&PR) department in Jammu division, had done his degree from 1991-1994 and job regularly.
"The JE (now XEn RDD) was attending his duty as JE regularly in Jammu from 1991 to 1996 and regular annual increments were sanctioned in his favor from May 1, 1992 to May 1, 1996", the documents available with Early Times, obtained through RTI Act revealed.
However, the information obtained through RTI Act from the Public Information Officer, Jamia Millia Islamia University, New Delhi is also very shocking and unbelievable. "He (JE) was a regular student of B.E.(Civil) part-time of our University and has passed B.E. (Civil) Part-time under Roll No.58403, En.No.913059 in the session 1994, during the academic session in the year 1991-1994", Controller of Examination, the PIO JMI provided the information vide no RTI./AR/COE/2011/633.
The PIO JMI New Delhi further said that the B.E civil course cannot be done through distance mode. "The course in an Evening programme and classes are held in Evening. The Course cannot be done through distance mode", the PIO replied.
Sources said that with performing his duty as JE, as he neither recorded any works bill on M. Book from 1992-1996, how the DDO allowed his to join as JE in 1992 and withdrawn salary and awarded annual increments from 1992 to 1996.
They said that the government either constitute a committee to review his service book or case be handed over to Anti Corruption Bureau (ACB) for finding facts.
