Once upon a time there was a King who was very honest and hard worker. Thousands of people usually visit his court daily for redressal of their grievieances and everyone was happy with him and his fame spread far and wide. He worked days and night for the benefits and uplifting people of his Kingdom.
The story about his honesty spread far and wide. Whenever any special guests of King came to meet him he usually ask his Ministers to arrange lodging and boarding for them without providing them even a penny. After getting VVIP treatment and lavish dinner his guests usually praised about the Minister before King and he become happy with his Ministers.
His Ministers were very corrupt they usually charge heavy amount from the public for even small works. When one day Rafiq a common man visited the court of King for some work. He reached the court without money he found his work was not done because he had not paid bribe. He asked the Ministers why do you take bribe for even small work when the King is very honest and hardworker, he give you a handsome salary then why you do all this. He further added that you are a very cruel person and you never understand pain of a common person. Rafiq said I am a very poor person and have nothing to pay, I was here for some help as health condition of my son is worse moreover Financial condition of my family is not good as we have nothing to eat and you are a Minister but you are begging from me Shame on you , said Rafiq.
I am a poor person and you are begging from me on hearing the word begging his (Minister) face become red. But Rafiq realized him that Corruption is also like begging where a rich beg from poors. The ministers became upset after hearing all this and realizing his mistake he replied that who says King is honest, by hearing this everyone who were there astonished Minister told them that we have to meet the expenses of guests of King as whenever any guest came to meet King . He ordered us to manage all the expenses of guests and it become very difficult for us to meet all this at our own from our salary . We have to spent lakhs monthly on all this and we can't do all this from our salary we do Corruption only because of King . So, that we can meet the expenses of the guests of King and we have nothing to do with all this.
After hearing all this some people met with King
and narrated whole story before him how he had made the whole system corrupt. He felt ashamed for all this as people told them that he was responsible for all this. As to meet all this his subordinate staff have to charge heavy amounts from poor people. After realising his fault he stopped doing that and whenever any one come to meet him he started paying his expenses from his own pocket and instead of lavish dinner he usually offer them simple meal.
His Ministers too get relieved from such assignments and after that his staff too became honest and everyone was happy with the system.
MEANING IS CLEAR ITS UPTO YOU TO UNDERSTAND AND ACT. What's going on.
No one is corrupt it's only Officer who made his subordinate staff corrupt.
