Early Times Report

Jammu, Feb 5: A meeting of All J&K Polytechnic Faculty Forum was held under the chairmanship of its President Er. Ajay Thapa at Jammu to discuss burning issues and demands pertaining to J&K Polytechnic Sector.
Er. Ajay Thapa appealed Lt Governor G C Murmu for his personal intervention for expediting the sanctioning of Assured Career progression (ACP), Time Bound promotion, Regularization and AICTE Pay scales, norms in favour of J&K Polytechnic Faculty as they have to stagnate for about 20 years in a single scale/ level before being promoted as HoD / Principal with a meagre enhancement of annual increments. He hoped that new UT government will address our long pending issues in the shape of Time Bound Promotions within a span of 20 years on the analogy of their other counterparts in gazetted cadre of different departments and end worst type of stagnation and step motherly treatment as only they have been deprived of the same amongst the gazetted cadre in same scale/level in UT of J&K.
In this context, Dheeraj Angral Vice President of the association recalled the files pertaining to HoD Confirmation and AICTE Pay Scales and norms vide file numbers EDU/Tech/Poly/123/2015 and DTE/poly/101/G-117/V/2482 dated 11/12/2018 and Edu/Tech/Poly/84/2018 dated 19.12.2018 which are pending since long with administrative department of technical education.
On this behalf recently the Governing body of technical education headed by AICTE vide their number F.No. 61-1/RIFD/7CPC/2016-17 dated December 2019 gave a final reminder to the director technical education regarding implementation of AICTE pay scales in which they have agreed financial assistance of 50% from central government shall be given in the form of reimbursement after implementation of the revision of pay scales and payment of 100% arrears by the state. For this the state government shall submit the claim to the central government on or before 31-03-2020. No claim of the state government shall be considered for the financial assistance after 31-03-2020. The state government will meet the remaining 50% of the expenditure from their own resources. This financial assistance would be provided for the period 1-1-2016 to 31-03-2019.
Er. Rishabh Gupta General Secretary of the association demanded immediate issuance of regularization orders of HoDs / Principals and majority of left over cases of incharge incumbents / retirees who have kept pending for want of insignificant reasons and flayed administrative department.
Er. Harish Chander Traesurer of the association demanded provision of charge allowance in all placements and further demanded adjustment of already promoted left over Lecturers for smooth functioning of Department as many institutes are suffering for want of teaching staff.
