Incharge Lecturers resent delay in regularization

Jammu, Feb 5: Incharge +2 lecturers toady resented delay in regularization their services by the government. A meeting was chaired by Amar Nath Thakur Chairman JKSEECC/JKGTF. All Incharge lecturers and other officers expressed their views in the meeting.
Speakers in the meeting said that in charge lecturers leadership faced a lot of problems, they were made to suffer at all levels but got an order issued on 08-5-2015 by the then Principal secretary school education department Shaleen Kabra, in which information on service records of all in charge gazetted cadres were sought, data of all cadres was compiled in 2015-16.
A task force was constituted in the year of 2017 to recommend the regularization of in-charge cadres. Updated compiled data was displayed on the official web site of the school education department on 24-4-2018. Order No:- 707 Edu. Of 2018 Dt. 28-5-2018 for the regularization of all cadres was issued to complete the regularization process within two months, but the order could not be implemented, Then State Administrative Council (SAC) under the chairmanship of the then Governor Satya Pal Malik took the decision to regularize all in charge gazetted cadres (all backlog and fresh) as a onetime exemption and Order No:-114,115 and116 GAD of 2019 were issued on 23-01-2019 regarding the regularization.
A five-member regularization committee was also constituted under the chairmanship of commissioner secretary school education department, an HRM cell too was created under additional secretary/deputy secretary to clear the regularization. Chief Secretary also issued directions to complete the regularization process before 30-4-2019.
Sarita Chouhan the then Commissioner secretary school education on convened the first meeting of regularization committee on 15-7-2019 in which regularization committee cleared the regularization of 08 in charge joint directors, 27 CEOs and lecturers in the discipline of Botany, Chemistry, EVS and Economics, their orders of regularization were issued on18-10-2019. But since 15-7-2019 no regularization committee meeting has been convened to clear the pending 11000 in charge gazetted officers and lecturers regularization. Delaying tactics and nonseriousness of authorities of the school education department is a matter of concern for all the in charge cadres.
Speakers said that the decision to regularize all gazetted cadres was taken as an extra the ordinary situation has arisen due to the non-regularization of 12000 gazetted officer/lecturers since 2007, during the period hundreds died, thousands retired without regularization. Under these circumstances, SAC decision was taken on 07-12-2018.
While addressing the participants Thakur said that a memorandum regarding a delay in the regularization of lecturers and other officers were submitted to an advisor to Lt. Governor KK Sharma on 09- 01-2020 and an advisor has issued directions to commissioner secretary to complete the regularization process of charge lecturers and other cadres who have been working in the department since 2007at the earliest.
