Govt continues to make delay on regularization of Incharge lecturers

jammu, Feb 6: Despite strong recommendations made by several committees constituted by government to regularize the services of incharge lecturers, the School Education Department has been making undue delay in implementation of recommendations as result teachers' community has been put to suffer.
Sources in the department told Early Times that several committees were constituted by the concerned department to seek their recommendations to sort out the much prolonged issue of regularization of incharge lecturers in School Education Department.
"A task force was constituted in the year of 2017 to recommend the regularization of incharge cadres. Moreover, an updated compiled data was also displayed on the official web site of School Education Department on 24-4-2018. Consequently an Order No: 707 Edu . Of 2018 dt. 28-5-2018 for the regularization of all cadres was issued to complete the regularization process within two months, but order could not be implemented due to unknown reasons," they said.
Sources further informed that even State Administrative Council (SAC) under the chairmanship of the then Governor Satya Pal Malik had also taken decision to regularize all incharge gazetted cadres as a onetime exemption and Order No:-114,115 and116 GAD of 2019 was issued on 23-01-2019 regarding the regularization.
"Not only this, a five member regularization committee was also constituted under the chairmanship of Commissioner Secretary School Education Department, an HRM cell too was created under additional secretary/deputy secretary to clear the regularization. Meanwhile Chief Secretary also issued directions to complete the regularization process before 30-4-2019 but could not be done," they said.
They further said that after strong reprimands from Government, the Commissioner Secretary School education on convened the first meeting of regularization committee on 15-7-2019 in which regularization committee cleared the regularization few incharge Joint Directors, CEOs and lecturers in the discipline of Botany, Chemistry, EVS and Economics but since then no regularization committee meeting has been convened to clear the pending regularization cases.
