AAP criticizes non implementation of 73rd constitution amendment
2/14/2020 10:52:21 PM
Early Times Report
JAMMU, Feb 14: The J&K Aam Aadmi Party has assailed the J&K UT administration for holding election for left over vacant posts of Panches and Sarpanches of Ist Tier Panchayati Raj on party basis.
According to press release, the AAP leaders said that the election for Ist phase were held on non- Party basis where as election for 2nd Tier (BDC) were held on 24-10-2019 on Party basis just to facilitate victory of BDC chair persons of only ruling Party as all the top leaders of opposition Parties were detained or put under House arrest.
This speaks volumes about favour granted to only ruling Party the BJP, this was done, the release said, to ignore the date i.e Ist Nov.2019 when with advent of Central laws through Union Territory when 73rd amendment would automatically have been applied in J&K. And now, 2nd phase of elections have been declared to be held on Party basis amply speaks that these elections are conducted on lop sided basis taking convenience of ruling Party and a big joke with the democratic Institution, the release said and added that top leaders of various Political Parties are still under detention & under these circumstances the elections of Ist Phase on non-Party basis & on Party basis in left over seats is a big joke again to make easy sailing of only ruling Party, they said.
The release further said that Panchayati Raj Act was ruthlessly amended by Congress, PDP, NC in the past & it was a hope that post abrogation of Art.370 the 73rd constitutional amendment would be extended to J&K but sadly the BJP Government played the same game & did not allow the most popular, educated and competent persons to take part for BDC Chairperson elections.
They appealed the general public of J&K to see through the game played and dramatized by first Congress, NC, PDP and now by BJP to deceive the general masses & to throw dust in the eyes of commoners in the J&K UTs.
