HC orders personal appearance of Secretary Social Justice GoI

Srinagar, Mar 18: The Jammu and Kashmir high court has ordered personal appearance of secretary Social Justice And Woman Empowerment, government of India, for not furnishing details of funds provided to J&K government for Drug de-addiction centres.
A division bench passed the direction after perusal of the record, observing that no response was submitted by the Ministry of Social Justice and Women Empowerment.
Previously, the court had directed that it shall be the responsibility of ASGI to inform the Secretary to ensure that the matter was considered in right earnest.
The Court had imposed penalty on Central Government for deviating on its orders with regard to filing of details about releasing of funds to erstwhile State Government for establishment of drug de-addiction Centers in the J&K.
Meantime court directed the Health & Medical Education Department J&K to update its report with regard to establishment of drug de-addiction centers and providing of treatment to the patients of drug abuse. It said the instant report of H&ME was not in tune with the directions of the court.
The J&K Government was under direction to submit the definite action plan about the establishment of drug de-addiction centers and Rehabilitation centers in the J&K UT along with the geographic location of the premises where the Government proposes to house these centers.
H&ME department has mentioned only five such centers which are located in GMC Srinagar, Jammu, Baramulla, Anantnag and Kathua as envisaged in the Drug De-addiction Policy finalized in January last year.
Senior counsel representing the petitioner, advocate Jehangir Iqbal Ganie submitted that these centers were already established and in view of the recent court directions and rising number of patients with drug abuse which as per the reports has crossed 2 lakhs does not meet the requirements.
Court after these submission made by the Advocate Ganie directed the authorities of J&K to update the status report and inform the court about the establishment of further such centers.
