R&B Deptt bypasses Secy RDD, posts 3 XEn’s posted directly

Jammu, May 5: The Public Works (R&B) Department has transferred and posted three Executive Engineers (XEn) in three divisions of Rural Engineer Wing (REW) Kashmir without taking Secretary Rural Development and Panchyati Raj (RD&PR) into confidence.
Since the RD&PR has its own engineering wing (REW), engineers come from R&B Department on deputation basis but it’s the prerogative of the administrative head of the department to further deploy the deputationists or not.
“Er. Khalid Mehmood, incharge XEn PMGSY, Anantnag, shall hold the charge of the post of XEn, REW Anantnag, in addition to his own duties, till further orders, Er. Farooq Ahmad Mantoo incharge XEn PMGSY, Kulgam, shall hold the charge of the post of XEn REW, Kulgam, in addition to his own duties, till further orders and Er Rajinder Singh incharge XEn PMGSY, Kupwara, shall hold the charge of the post of XEn, REW, Kupwara, in addition to his own duties, till further orders”, Government order no 164/PW(R&B) 2020 dated 13/05/2020 issued by the Additional Secretary to the Government Public Works (R&B) department reads.
It is pertinent to mention here that the REW of Rural Development Department was constituted in 2003 following cabinet decision no 111/8 of 2003. “Exclusion of REW of from the purview of Cabinet decision no 367 of 1985 dated 22/09/1985 and allowing the Rural Development Department to develop and manage a limited cadre of Rural Engineering Wing to the extent of 50 percent promotion post only till the present incumbents retire. The cadres shall be diminishing in nature. No fresh/permanent recruitment of Engineers at any level shall be made. The remaining 50 percent posts shall be filled up by deputation of Engineers from PWD. When the present incumbent of Rural engineering service shall retire, the cadre shall be managed 100 percent by deputation of engineers from PWD”, Govt order no 150/ RD of 2003, dated 25/06/2003 read.
