Transfers in Hr Education continue to follow old course
Few shuttled within city colleges, rural colleges still without permanent staff

JAMMU, May 16: The conversion of erstwhile J&K state into a Union Territory headed by a Lieutenant Governor, has so far failed to make any change in the transfer policy of the Higher education department, which have continued to follow the old trajectory of shuttling influential faculty members between city colleges while swapping positions of some and the rural colleges are still deprived of permanent faculty members.
The transfer policy of the Higher Education Department is in complete contravention of the transfer policy of state government and works in such a way that the influential faculty members have continued to shuttle between few colleges in Jammu city, while few shuttled in the colleges, fall either along the National Highway between Kathua, Samba, Jammu, Udhampur or in plains of these districts.
The recent transfer order was issued by Higher Education department on 12th of May according to which a faculty member of English subject was transferred from MAM College Jammu to Government Degree College (GDC) Kunjwani, while another English faculty who was deployed to Kunjwani was posted at MAM College.
Moreover, another faculty member of English was transferred from GGM Science College Jammu to Government College for Women (GCW) Parade Jammu and it is mentioned in the order that her salary shall be drawn from GGM Science College, which simply means that there is no vacant post and her posting is without post, so her salary would be drawn from GGM Science College. Though there is only three kilometres distance between the two colleges but why the faculty was not ready to stay there is question to be asked.
Another faculty member of English was transferred from Amar Singh College Srinagar to GDC Hyderpora but as per transfer order, she retained her posting in the Amar Singh College.
Two faculty members of English subject have also swapped their positions between GDC Akhnoor and GDC RS Pora and it is still unknown as whether one is a victim and another is a beneficiary or both have got their positions changed on mutual understanding.
 Moreover, two faculty members of Urdu subject have also swapped their positions between GDC Samba and GCW Gandhi Nagar Jammu and there is every possibility that the faculty member, who had transferred from Samba to Gandhi Nagar is a beneficiary while the other is a victim. Though the victim is not per-se a victim but only in comparison to the other one, otherwise he is also transferred along National highway as the Samba College is also along national highway. It is also unknown as whether the transfers were done in violation of the transfer policy or not?.
Similarly, two other faculty members of Urdu subject have swapped their positions from GDC Pulwama and GDC Tral and in that case too, both could be beneficiary if the transfers would have done as per mutual understanding and if not, one is a beneficiary and other is a victim.
The transfer policy has been openly violated by the Higher Education department, since the time of popular government and the situation refuse to change even during LG’s rule also. The colleges in the rural and far flung areas have been facing acute shortage of the permanent faculty members while the city colleges in both the provinces have been over-populated by the influential faculty members, who can be close relatives of the politicians, bureaucrats, affluent citizens beside others. There are bleak possibilities of any change in the transfer policy of Higher Education department in near future.
