JAMMU, June 14: The General Administration Department (GAD) of Jammu and Kashmir Union Territory has literally been caught on wrong foot in its recent transfer order of Non-Gazetted employees, wherein blue-eyed employees were spared and kept out of this transfer order, who has been sitting in the department since years in violation of transfer policy.
Sources told Early Times that few days ago, GAD made transfers of around fifteen Non-Gazetted employees working in department under order No. 643-JK (GAD) of 2020 dated 11-06-2020, who had completed their specified tenure in the department as per transfer policy, but shockingly, there was no mention of those Non-Gazetted employees, who were sitting there for the last many years and some of them even more than decades.
“Excluding blue-eyed Non-Gazetted employees from this transfer order raises question marks on the credibility of GAD itself. Whereas, there are clear directives that any Non-Gazetted employees of Civil Secretariat should not be allowed to sit at one department and there should be rotational transfer from one department to another within the secretariat and at times out of it,” they said.
“But while going through facts, which speaks contrary to transfer policy which can be gauged from this transfer order wherein a Non-Gazetted employee in Service Section of GAD, who has been sitting in the department since 2007, similarly in Administration Section of GAD, who was appointed as Junior Assistant in 2009 and after that since 2011, he is enjoying his stay in the department. In the Establishment Section, a Non-Gazetted employee has been working since 2009,” they informed further adding that there are many more such people, who have been overstaying in GAD.
They further informed that in this transfer order, there were some employees, who had not even completed their minimum tenure of two years and were transferred but above mentioned employees have remained untouched since years by using their influence.
