SRINAGAR, June 14: The Junior Agriculture Extension Officers (JAEOs) of the Department of Agriculture in the Kashmir Division are an aggrieved lot and they have voiced concern over the issuance of some orders that have dented their promotion.
A group of JAEOs while talking to Early Times said the rescinding of promotion orders one after the other of Kashmir based agriculture technocrats has led to resentment among them since it goes against their promotional prospects. They said that despite adherence of norms the orders awarding promotion to them were rescinded.
“A tentative seniority list of Agriculture Extension Assistants of Kashmir was notified vide Agriculture Order No: 297/Estt. of 2018 dated 26-09-2018 for which objections were invited from the aggrieved officials with regard to various issues which have been disposed off on their merits and necessary corrections were also made as per the rules in vogue,” said the employees.
They said that a final seniority list was framed and notified by way of Agriculture Order No: 31/Estt of 2019 dated 14-1-2019 strictly in accordance to the CSR 1956 and Special Provisions Act 2010. Meanwhile, 147 Agriculture Extension Assistants were elevated to JAEOs through Departmental Promotion Committee (DPC) while implementing SRO-442 strictly in accordance to the SRO-375 and as per the seniority already framed.
“The orders for the same were issued vide Agriculture order numbers 377/Esst of 2019, 378/Esst of 2019 dated 5-11-2019 & 413/Esst of 2019 dated 3-12-2019. The whole process of DPC was strictly adhered to the SRO-375 and no rule whatsoever was violated during the process. The DPC is a constitutional body whose decisions are respectable and bound to all stakeholders,” said the employees.
The employees said that although the prescribed rules and regulations were followed in the process, but still then the promotion orders were rescinded through orders 427/Estt of 2019 dated 9-12-2019, 144/Esst of 2020 dated 12-05-2020 and 145/Esst of 2019 dated 14-5-2020. They said the same is a mockery of the overall system more so the rules laid down by the government. The rescinded orders were issued at the level of Principal Secretary.
Meanwhile, it has been learnt from sources that an employee from the Department of Agriculture at Jammu has been using his political clout and has been pressurizing the Department not to carry out the promotion of Agriculture Extension Assistants to JAEOs. He is doing so since he is at serial number 428 in the merit of seniority list for the Jammu division.
“The blackmailer employee who is an active member of Bharatiya Janta Party has been misleading the higher ups of the department that the DPC is not mandated to promote Agriculture Extension Assistants to JAEOs. The irony is that the department higher ups at the top most level fall in his trap and don’t understand the norms,” said sources.
Sources said that the promotion of Agriculture Extension Assistants to JAEOs in the Kashmir valley would pave the way for same type of exercise in the Jammu division as well. They said that this exercise needs to be taken to the logical conclusion so that the due rights of the employees are not marred.
