| Corrupt motives beyond ill-fated development! | | |

Development a people friendly approach for which our democracy is known as biggest democracy of the world in which people of the every corner of the country took part in the different kinds of adult franchises like legislative assembly polls of the state and Lok- Sabha polls of centre and other kinds of the systems of public representations.
During this system of representations or polls in order to reach the social justice at the gross root level of the villages or rural areas there occurred in accordance to Article 73rd of our constitution in which locals of the areas take part directly and would represent their local representatives like Sapanches, panches and other local bodies for the common cause of development sprawl at the gross root level.
But many times we have watched that the present system of Panchayati Raj System is adopting the ideology of corrupt practices and despite of having a good development there occurring the scams and misuse of public funds on major scale because there occurred the no. of such schemes like MG- NREGA, NABARD schemes, Border Development Schemes , Operation Sadbhavna, etc.
The said schemes are only rendered as titles at the village level even a bit of accountancy nothing can be traced still to now, and the role of corruption and misuse of the public fund by some miscreants can be founded if one goes so deep to peep into it. The exact role and motives of the said schemes has been yet far away from the needy people but the pockets of the voracious and cunning people had been surely warmed –up on huge scale. Alas! it is the Indian nation where the general accountancy has been resting in the files and dark rooms which may not applicable in transparent manners, only opposition parties sometimes in order to beat the drums of their internal friction make a little bit of it to denigrate one- another.
Whereas, the misuse of the public- funds and scam are rampant in almost departments and offices but no one caring so.
Because it is public fund or money which common people used to pay on the local items when they purchased from the dealers and shopkeepers it is ultimately get deducted in the wake of direct and indirect taxes from their pockets, which is further appropriated as public fund and distributed in the budget.
If we talks about the indigenous village development (Katli), where the Panchayat comprising of more than 11 wards of the samba Block and District, where the almost members of the Panchyat are from non- ruling parties , who have perhaps their main motive to denigrate the ruling party image in large manners.
If we peep toward their development pattern which is quite irrelevant to the common people demand of the village .And the development done on the mark of self- style which opens the poles of the Block Development Office and Ravi Tawi Department of samba. In which most of the development works have been done in ignorance to the Ravi Tawi Department without caring its status and order.
As a bathroom plus toilet room had built-up in the local Khad which is now on the brink of washing due to heavy flashflood season and a lane and drain works has been also telling the negligence of the both departments vehemently where no one caring about.
The lane and drain leading towards the Ravi Tawi Canal, is a major canal of which water is used mostly for the bathing, washing, irrigating to the crop- fields and other purposes of cleansings downward in the areas like Kalibari, Manohar Gopala, supwal Barian, Vijaypur, Chhani- Manhasan, etc in which there pouring the local garbage like polythene, poisonous chemicals of the whole village because the last draining mouth is opened towards the Ravi Tawi by the Block development office samba.
No- one is so caring as there occurred the Dendritic pattern of overflow of the lane and drain sewerage upon the canal bridge owing to it may perish within a short- while. And few of the distributaries of the wastage are draining into the canal directly causing worst water pollution. No one is caring even among the Panchayat body, Block development office Samba, Ravi Tawi sub- division Hiranagar (samba). In this system said agents have earned a huge sum of money in the shape of development but here on the spot it has been rendered a major risk to the public property as well as to the living beings of the said areas.
Perhaps one may be reason of this blunder act that Sarpansh is from the opposition party who wanted to denigrate the image of the ruling party for his voraciousness and carelessness. It is to be heard that his triumph for the sarpanch has been done on the verge of leg & peg which he distributed during the election process and now he is redeeming the same amount from the public fund and approving true to one’s saying “Mast Ram Masti Mein, Aag Lage Basti Mein”.
Rumors are that he wanted to contest the legislative assembly election so he used to impress the official with his virtual images and the officials of lower rungs like B.D.O and others, who did not dictate him, Whether he is accompanied with the some corrupt and cunning leaders of the Congress who have already duped to their party at the constituency and province level and extricated from their party posts too.
In other word we can say that the political parties whether ruling or opposition not spares to such leaders who behead the local people on the verge of development and betrays them vehemently. People should also dis-incline such leaders whether they are from any political party because they are wild beasts they are voracious of money and material only.
There occurred number of discrepancies at presently that illegal boring has been done by several representatives including him and so during the lapses of regular water supply problem no one could rightly address the public grievances to the P.H.E- sub –division Samba and this lapses of supply remain usual since a long past in the village and same if the phenomenon of the P.D.D department. Theses department did not care to the public needs but remain silent when any of the public aware about the public grievance, officials replied them with the words- “intimate to your Panchayat representatives”.
In other words we can understand that Block Development Office Samba, sub-division office Ravi Tawi Hiranagar(Samba),sub-division office P.H.E (Samba), including the said Panchatyat representatives including sarpanch have crossed the all limits of accountability, wherever no one caring yet!
There is complete anarchy like system running perhaps it may be due to pandemic of corona virus in the district and country but the said offices cum elites have crossed all the limits of the accountability and common people have been fully tired of their step behavior and lopsided development pattern there.
Perhaps it is the phenomenon running in the large rural areas so people complaining about the lapses of essential and timely supply of the essential items and basic civic amenities like water, power, ration, etc. |
