Despite FC Revenue’s directions to cancel mutations multi-storey building comes up
Wrongful mutations of 19 marlas of prime state land in Thathri market

JAMMU, Aug 23: The Financial Commissioner (FC) Revenue had directed the Deputy Commissioner Doda in the month of February to cancel mutations over a piece of state land in tehsil Thathri after vigilance enquiry found it wrongful but after lapse of several months nothing has been done but a multi storey building has come up at the same controversial piece of the land.
According to the communication in possession of Early Times, the office of Deputy Commissioner Doda, vide order number DVO/D/vigilance/2018/546-52 dated 8/9/2018, has clarified that the “mutations number 992 and 993 of revenue village Thathri for Khasra number 516 measuring 19 Marlas Shamlat Deh/State land needs to be set aside”.
The concluding paragraph of order reads, “….in view of recommendations made by enquiry officer (ADC Doda) as well as direction received from Revenue department Srinagar, it is hereby ordered that the Roshni file possessed in the name of Mansoor Ahmed….(dispatched in the year 2011 and received in DC office Doda in year 2014) is hereby rejected by directing the Chairman District Level Screening Committee (DC Doda) meant for approval of Roshni files and for last item i.e setting aside the mutation number 992 and 993 of Revenue village Thathri for Khasra number 516 measuring 19 Marlas state land, the Tehsildar Thathri is directed to set aside the above said mutations, so that State Vigilance Commission is apprised accordingly”.
However, in the year 2019, Financial Commissioner also issued an order to DC Doda to cancel the mutations. According to documents, the office of Financial Commissioner revenue vide order number (Coord-Vigi) 121/2019 dated 3/2/2020, issued directions and the first direction reads, “The DC Doda will on ascertaining the status of two mutations number 992 and 993 of revenue village Thathri for Khasra number 516 measuring 19 Marlas Shamlat/state and, review the said file for disposal of the case by setting aside mutations in light of findings ACB dated 8/9/2019”.
After lapse of over seven months, no action has so far been taken by the concerned authorities, which is also evident from another letter forwarded by Additional Deputy Commissioner Doda Kishori Lal on 9/7/2020 vide No DVO/D/Vigilance/2020/61-64 to Tehsildar Thathri which also found the mention of the order of DC Doda of 2018.
The letter reads, “Refer to this office order number DVO/D/Vigilance 2018/546-52 dated 8/9/2018, where under you were directed to implement the order referred above in letter and spirit and compliance report therefore be furnished to Deputy Commissioner Doda. But till date nothing has been received from your end. Therefore you are once again directed to implement the above said order and furnish the compliance report to this office within two days positively”.
However, according to sources, instead of cancelling the mutations the Revenue department has so far a silent spectator towards the whole matter. The land in question falls in the Thathri market and a multi storey building has come up on there. As per photographs available, the building construction has been recently completed and some minor works are still remaining. “The controversial piece of land is owned by an influential person of Thathri, so the department has so far remained silent over the matter”, a source alleged.
Additional Deputy Commissioner Doda, Kishori Lal admitted that he had directed Tehsildar Thathri to take appropriate action over the piece of land. “As per reply forwarded by Tehsildar Thathri, he is not competent to cancel the mutations, which was done by the Tehsildar office, so we have been considering other options to take further course of action”, ADC said.
On being questioned as if a multi-storey building has come on the controversial piece of land, he feigned ignorance but said that he would look into the matter and take proper action.
